Dear Voters,

I was informed of alleged interaction between Mark E Rumley and Breanna Lungo-Koehn that Mr. Rumley called the mayor a "fxxxng bitch"

Then, incredibly, I find alleged texts from 2019 where someone using an account claiming to be
Lungo-Koehn notes that she wouldn't call Rumley a "fxxxxng bitch" as he allegedly did to her

This is - thus far - the ugliest campaign since McGlynn shook his baby rattle at D'Antonio.
Racism and Sexism and religion all thrown in a box, shaken up, and tossed on the table
like dice.

I can tell you from personal experience that ex solicitor Rumley has a huge temper; we are talking a temper of Adam Knight proportions.   I can't see Solicitor Kim Scanlon doing the things that Mark Rumley would do, giving me evil eyes when he got off a witness stand for Dawn Natalia, disgraced film maker and ex TV3 station manager.  I defeated Natalia and TV3 in Superior Court and shut them down.

But Mr. Rumley, apparently chagrined because he is the "Of Counsel" for Malden and not Medford, is in a tiff...strike that, more like a rage and gunning for the incumbent with both barrels.

Rumley is a petty little man and, frankly, I'm amazed that he's still seething with envy, anger and retaliating in such a flagrant and transparent way.

He tried to drive a wedge between me and one of my lawyers.  My lawyer was taken aback and said "I misread him."  Me, my response was quick and efficient:  "Told you so."

But what Rumley is down to now is disgusting, and even more disgusting, elections commission (in the cc above) is reprehensible John Falco eating up the allegations (and note they aren't using the words "alleged" in Rumley's dishrag cease and desist.)  Falco voting for money to investigate his opponent, failing to recuse himself.  Adam Knight under criminal investigation and pointing the finger at Breanna.

More about this dizzying, nonsensical rant by an ex city solicitor who is indulging in all seven deadly sins with a venomous relish that is so...so...so very much the Real Mark Rumley that I have had to put up with for nineteen years now.

During an election cycle it should shock and disgust you.

Childish ignorance that Rumley clearly learned from the TV station board that he was a big part of;
 
a group that didn't account for franchise fees, and Rumley buried the investigation to take care of his pals that he called "Equal opportunity slappers."

Well Mark, it takes one to know one, and you knew your colleagues at TV3 well.
 
So well that you act just like them.
 
Chumley Report indeed.  If these texts are true, Rumley has a mouth like the TV3 President and Vice President.  Why is the city of Malden wasting taxpayer dollars on such a degenerate?

Medford to Begin Residential Curbside Composting Program

Garbage to Garden Selected as Preferred Vendor

The City of Medford is partnering with local company Garbage to Garden to offer a residential curbside compost collection service, Mayor Breanna Lungo-Koehn and the Office of Planning, Development, and Sustainability announced today. As of summer 2021, residents now have the option to contract directly with Garbage to Garden for curbside composting pickup, at a special rate for Medford residents. The City selected Garbage to Garden as a preferred vendor after reviewing proposals through a Request for Proposals process this spring.

Composting is a process of recycling organic matter, like leaves and food scraps, creating a nutrient-rich soil frequently used by gardeners. Composting can involve putting these materials in a separate container to naturally break down, to be picked up on a weekly basis by a curbside composting service, such as Garbage to Garden.

“I am excited that we are finally able to launch a curbside composting program in Medford. I know there are households that already compost who will benefit from potentially lower rates, and I have also heard from many residents who are interested in starting to compost in their households - my own family included!” said Mayor Lungo-Koehn. “We also welcome any businesses that are interested in partnering with us. You can help us promote this program to residents to reach out to us.”

“While many residents like to compost in their yards, that’s not an option for everyone, and it turns out that when you use a commercial composting company you can divert a huge amount of your waste out of the regular trash stream. My family is looking forward to composting tissues, pet hair and laundry lint in addition to all kinds of food products.” said Alicia Hunt, Director of Planning, Development and Sustainability. “Additionally, our staff are excited to work with the school system to implement this program in the schools.”

"It’s been our mission since 2012 to make household composting easy and accessible to all -- we’re excited to partner with the residents of Medford to rebuild our soil rather than increase landfills and greenhouse gasses. Food scraps are the largest component of municipal waste, and for every 3 households that join the program we will reduce the trash by one ton every year!" said Tyler Frank, Founder & President of Garbage to Garden.

The City will not directly fund the program but will connect interested residents with Garbage to Garden for private curbside composting pickup, at a negotiated rate for Medford residents that is less than their standard rate. As more residents subscribe, the rate will decrease for all participants. Residents who subscribe to the service will also make a one-time purchase of a 12 gallon locking, rolling bin to hold food scraps and other compostable material. This bin has been approved by the Medford Health Department. Medford sanitarians carefully reviewed the options for composting containers and have decided that these locking bins are preferable to backyard composting and Medford trash cans for preventing rodents.

Detailed instructions on what is compostable will be provided by Garbage to Garden. The composting service through Garbage to Garden can be provided to all households, including multi-family residences. For residents from low-income households, the City has starter packs available which include the rolling bin, a counter-top bin, and two rolls of compostable bin liners. The City is also exploring options for discounted rates for interested low-income households.  Please contact ocd@medford-ma.gov or 781-393-2480 before subscribing, to request the income-eligible starter packs or to express interest in the further discounted service.

As Falco, mayoral candidate, goes off the rails pointing his laser beam at the incumbent, a troubling story is unfolding regarding the unethical ex city solicitor, Mark E. Rumley.

WE SUBMIT THAT FALCO'S ABUSE OF THE CASE RUMLEY IS THE LAWYER FOR IS A CONFLICT OF INTEREST.

 

RUMLEY AND FALCO WERE PLAYING FOOTSY AT THE 'EMERGENCY HEARING" ON FRIDAY JUNE 25, 2021, RIGHT IN PUBLIC, ABSOLUTELY NO SHAME.

 

In the mayor's judgment, Rumley was allowed to "retire" (more like "there's the door, Mark.") and like a five year old angry because mommy won't buy him his fifth ice cream cone, Rumley decides to get his revenge.

 

Jenna Tarabelsi should've spanked Rumley's bare bottom for violating all 7 deadly sins in his political life. It's a clean sweep, but Rumley was like five times 15 years of age and much too old for Jenna.  The child rapist at the school let in - no small part - by Rumley's disastrous run as City Solicitor.  He should have known better. Allegedly rapist Tarabelsi was a political hire from McGlynn's old school, Arlington Catholic.









Mark Rumley's bruised and tattered oath of office.  In Rumley's delusional mind, he breaks the oath and tells you with a straight face that he's done nothing wrong. He's the worst of the worst, because he wants you to kiss his ring and accept his underhanded actions because HE was the City Solicitor.


"I'm the city solicitor and I won't be insulted in this fashion" he told Councilor Marks.  While behaving like a schoolyard bully.

 

The Taxpayers work hard for their money and won't be insulted by some charlatan who takes their cold hard cash and works against them.  Rumley, indeed, the wolf in sheep's clothing.

(CNN)Two and a half years before her building collapsed into a pile of rubble, Champlain Towers South resident Mara Chouela dashed off the latest in a string of angry complaints about the development project next door.

"We are concerned that the construction next to Surfside is too close," Chouela, a board member of the condo association, wrote in a January 2019 email to a building official in her Florida town. Workers were "digging too close to our property and we have concerns regarding the structure of our building," she wrote, attaching photos of construction equipment directly across from her building's property wall.
 
Man Escapes Tragedy By Staying at Girlfriend's Apartment Rather than Going Home 

SURFSIDE, Fla. – Erick de Moura knows he’s one of the lucky ones.

For the past two years, he has lived on the 10th floor at the Champlain Towers South, in the same part of the building that collapsed early Thursday morning.

On Wednesday night, he played soccer and then went to his girlfriend’s place, where they had friends over to watch the Brazil-Colombia Copa América match.

When the night was coming to a close and de Moura started to leave, his girlfriend Fernanda Figueiredo told him to stay.

“She said to me, ‘When do we have a Wednesday night just the two of us?’” de Moura recalled in an interview with ABC World News Tonight.

Somerville residents and leaders have been very active recently in demanding action from the Department of Transportation to save lives by improving pedestrian safety.  There's also been a decades-long effort to save lives by providing barriers along I-93 that would block both noise and pollution.  

We hope to hear an update this evening (Wednesday, June 30, 6 pm) on these issues, at an update on the project to preserve the viaduct, the raised portion of I-93.  You can register here

PEDESTRIAN SAFETY IN THE "CORRIDOR OF DEATH"

In the past two years, three pedestrians - Cheryl Richards, Kevin Dumont, and Marshall Mac - have been killed in the area where Mystic Avenue, McGrath Highway, and I-93 come together.  For a comprehensive history of problems and activism in this area, see this post by Rep. Mike Connolly.

On May 26, a day almost as hot as this,  hundreds of residents organized by Somerville Alliance for Safe Streets (SASS) rallied with Congresswoman Ayanna Pressley, Representatives Mike Connolly, Christine Barber, and Erika Uyterhoeven to demand that the Department of Transportation (DOT) accelerate improvements along McGrath/Mystic, create a Blakeley Avenue crosswalk, enact traffic calming measures immediately, and erect sound barriers along I-93.  The Globe story is here.  (I was attending formal Senate budget debate and couldn't attend, though I've joined our delegation in many letters, meetings, and hearings with DOT and with SASS and others.)

On Friday, we learned from Highway Administrator Jonathan Gulliver that work on the Blakeley Ave. signalized crosswalk (between Foss Park and Stop and Shop) was underway, and that DOT is developing designs for raised crosswalks at four locations – including three around the Kensington Connector and one at 28/38.  Other pedestrian improvements are also being designed.  Here's the Journal's report.  We are hoping to hear more soon about improved ADA accessibility to crosswalks throughout the area.

SOUND AND POLLUTION BARRIERS

For 60 years, traffic on I-93 has poured air pollution and noise onto residents along its path in the lowest income part of Somerville.  For decades, activists have pushed for sound barriers along the highway to protect those residents.  Researchers have documented the devastating damage and continuing danger to people who live along I-93 that runs through the part of Somerville with the lowest income, and the most Black and Latino people.  They have also documented that that area has been most affected by COVID-19, for many reasons including lung damage from long-term exposure to pollution.  (Illustration by Somerville Director of Transportation and Infrastructure Brad Rawson, showing environmental justice communities along I-93)

This indispensable and engaging CAFEH report by Somerville Transportation Equity Partnership (STEP), Tufts University Medical School, Metropolitan Area Planning Council (MAPC), and the Welcome Project has history, data, visuals, maps of the area, and potential solutions.  

There's also recent Metropolitan Area Planning Council report, which summarizes research on particulate matter and the estimated new cases of lung cancer, diabetes, stroke and other diseases among residents within 400 meters of the highway, as well as potential solutions.

Rep. Connolly created this slide, which we shared in a recent meeting with Acting Transportation Secretary Jamie Tesler, where we asked for immediate action to install barriers.  It shows a leafy suburb with sound barriers, which also protect against pollution, and Somerville's dense neighborhoods without them.



The Mystic Housing project is within 50-100 m of Rtes 38 and 93.  At those distances they have a 54% higher death rate from heart disease and a 60% higher rate of lung cancer.  By definition, the people who live there are low-income (with less than 80% of the area’s median household income) and the proportion of Black and Latino people is twice as high as in the rest of Somerville and 3 times as high as in Massachusetts.

The States Avenues section of East Somerville, where some houses are within less than 30 feet of highways with 7 or more lanes of traffic, is also an environmental justice community.  The research helps us understand why people in that neighborhood have died of lung cancer who never smoked a cigarette

In 2020, Rep. Connolly and I secured $2 million in a bond bill for East Somerville noise barriers, but that money still has to be released.  We also added $30,000 to the FY 2022 budget (which isn't finally adopted yet) for a design study for sound walls in that area.  The Senate version includes examining the possibility of reducing lanes in that section of Mystic Avenue, which would allow for more potential solutions.

In 2020, Rep. Barber and I secured $2 million in a different bond bill for triple glazed windows in the Mystic Housing buildings to mitigate noise and air pollution, since sound walls may not be possible in that area.  We are working with the Housing Authority, the city, and DHCD to release and spend those funds.  

Working with Ellin Reisner and Wig Zamore of the Somerville Transportation Equity Partnership as well as many others, Representatives Barber and Connolly and I filed legislation (H2230 and S1447, An Act to Improve Outdoor and Indoor Air Quality for Communities Burdened by Transportation Pollution) which had a well-attended hearing last week.  It's endorsed by the EJ Table and many other groups, shown in the graphic.  You can watch the hearing here.  (Our delegation speaks at about 7:00 minutes in; other testimony, including Ellin and Wig, starts at about 2:50:00.)


GREEN LINE EXTENSION NEWS

The Somerville delegation met last week with John Dalton, Program Manager for the Green Line Extension (GLX), who told us that construction is 80% complete, with 65% of the track laid.

However, COVID-related and other delays have led to later opening of GLX service.  The Union Square branch is now expected to open this December, and the full line to Medford/Tufts will open in May 2022.

In 2016, Gov. Baker required Cambridge and Somerville to contribute $25 million and $50 million respectively to keep the GLX alive.  Manager Dalton told us good news: costs have been contained and most if not all those contributions will no longer be required.
