The “votes” taken during the caucus are not binding, and are meant to
merely show the intent of each councilor. The new leadership does not
become official until voted on during the first council meeting of the
new year.
Camuso told the Transcript following the caucus that he does not
remember a council member ever changing his or her vote from the caucus
to the official voting.
