are especially good at hiring hacks who don't know how to do the job.
Their ONLY qualification is that they won't look at the books and rock
the boat. When a board of directors is hijacked because an entity is
publicly funded, it is a prescription for disaster. When an executive
director is put into power because he or she does not have the skills,
it is to enable those who are abusing the system. What is chilling is
that this is the norm at some access TV stations (multiple) and housing
authorities, and other non-profits that know the Attorney General is too
busy to inspect the thousands of businesses out there. Any
qualification is "over qualified" for many companies. Which is why
service is out the window these days.
