Refined Letter about School System

620,118 @ 2:46 PM
620,090 @ 2:35 pm
620,074 @ 2:32 pm

There are many more links and an extended story, but to get the point across, this was heavily edited so that those in authority can see things clearly and concisely:

sent 2:25 pm to Mayor Burke, Rumley, Police Chief Sacco and Superintendent Belson, and the news media.

To the News Media:

Enclosed is a letter to Mitchell D. Chester, Commissioner of Elementary and Secondary Education

Mitchell D. Chester
Commissioner of Elementary and Secondary Education
Massachusetts Department of Elementary and Secondary Education
75 Pleasant Street
Malden, MA 02148
Phone: 781-338-3102
Fax: 781-338-3770

Dear Mr. Chester:

Medford city officials are NOT protecting the students or the citizens, and we need help from an outside agency to scrutinize the policies and procedures.

I read with great interest your quote from the November 20, 2013 WCVB website:

"It's very troubling," said Mitchell Chester, commissioner of  the Massachusetts department of elementary and secondary education. "We  have zero tolerance for that kind of behavior and we're very aggressive  in going after those individuals," said Chester.  Exhibit A

Please bear with this lengthy list so that you understand how officials operate, to the detriment of the students and parents of students:

In Medford they are NOT very aggressive, they have too much tolerance for rogue teachers and rogue cops like Jimmy Lee (domestic violence,) Officer Shawn Norton (hit and run, resisting arrest, DUI, still on the force,) Stephen Lebert (threatened to kill a man; recently resigned after 30 years of very troubling complaints,) Miguel Lopez (a murder by others allegedly at his home; lying to investigators,) the list goes on.

As for the teachers - Belson allegedly has hired rejects from other cities and towns with some chilling results:

Exhibit B

Jul 18, 2013 - Heidi Riccio, the new director of Medford Vocational Technical High School. Heidi Riccio lost her job as an administrator at Greater Lawrence Technical School
in June after an internal investigation found she had taken credit for a national award she never won.

Exhibit C
Parent of student allegedly victimized by guidance counselor speaks out
Updated: May 11, 2015 - 10:02 PM
"She says there was allegations against a female teacher...I believe she said the female teacher was 23 at the time," the mother said.

Her son was then 15 years old.

Medford police told FOX25 News students had come forward claiming the Tarabelsi had sexual relationships with possibly three male students.

The mother says her son has since come forward with more details about the alleged relationship.

"He told me that he had pictures of her breasts," she said. "The school's never even called me to even let me know what's going on."

Exhibit D  Roy Belson, Superintendent, heard "rumors" about Tarabelsi
http://medford.wickedlocal.com/article/20150512/NEWS/150519050

From 2009-10, Tarabelsi spent one academic year at Arlington Catholic High School.
Principal Stephen Biagioni said she taught two or three sections of theology and
was a part-time counselor for incoming freshmen.

“We never received any complaints from students or parents,” Biagioni said. “She was not re-hired, but it had nothing to do with any inappropriate  behavior.”

According to the district’s website,  Tarabelsi served as advisor for the Voke’s Key Club, a community service group, and as one of two advisors for the Vocational School Student
Representatives, which elects senior class officers and organizes
activities such as an annual food drive.  Belson  said despite the public paying close attention to the situation,   investigators and the district would not rush to judgment.

Now there's a public records request pending on a disappeared Junior Varsity Head Coach.   Belson wrote me that the individual was no longer working at the high school since June 30, 2015, but it was my public records request that had the teacher's name mysteriously removed from the school website

Rumors that were allegedly from students in a cafeteria proclaim that the teacher may have slept with the daughter of a politician.   So was this reported to the court system or to the police?

Did a teacher skate on wrongful conduct because of the political ramifications?

In light of your comment in the Exhibit A noted above (and linked after my signature) regarding
former teacher Mark Smith and how on WCVB there were allegations of sex with a student but
in the local Medford Patch superintendent of school Belson just let him walk, despite alleged lies on his teachers license (see the link on the exhibit) it is clear that Medford needs supervision from
outside of this city.

Can your office issue sanctions after an investigation and can you help us with a public hearing to allow the teachers and students to give their input?

RETALIATION BY CITY HALL AND THE HIGH SCHOOL

I was targeted by Roy Belson, the Superintendent of Medford Schools, Mark E. Rumley - the City Solicitor of Medford, and allegedly Police Chief Leo A. Sacco Jr. when, in my position of editing a popular Medford website - with over 620,000 page views today - and as a speaker at the city council of Medford, I and others alerted the residents to the unethical conduct of Belson, Rumley, Chief Sacco and allegedly other officials in allegedly attempting to cover up a false bomb threat or threats and alleged cover ups of  sex scandals at Medford High School.

School Superintendent Belson sent this libelous comment out in an e mail:

Councilors  xxxxxxxxxxxx and xxxxx assisted by former councilor xxxxx , Joseph
Viglione and a few others voiced inflammatory rhetoric designed to
provoke fear among parents and malfeasance toward school officials.

Roy Belson, Superintendent of Schools, Medford, Mass.

The Sec. of State's office is aware that I feel Solicitor Rumley and Superintendent Belson failed to properly address a public records request on the bomb threat(s) and the sex scandals that notoriously pop up at Medford High School, along with the theft at the McGlynn school hushed up until after the Nov 3, 2015 election and  another incident - the crazed woman who got on a school bus and allegedly accosted or frightened a child.

When they do let the news out, or respond to a request, it isn't in a timely manner beneficial to the parents, the students or the residents of Medford those alleged "public servants" are supposed to be working for.  Indeed, I have compiled a lengthy list with links to back up the govt official misdeeds and how the police chief, city solicitor and school superintendent retaliate, abuse their positions of authority, and act with malice to shut down free speech in our city so that they can move forward with their political agenda.

Again I ask: Can your office issue sanctions after an investigation and can you help us with a public hearing to allow the teachers and students to give their input?

If not, kindly direct me to a government agency that has jurisdiction over these unseemly activities by the police chief, city solicitor, mayor and school superintendent.  They are very tied in with the attorney general and the office of district attorney, so - perhaps - the FBI or another agency needs to get to the bottom of the bad things going on in the city of Medford and its school system.

Respectfully

Joe Viglione
