Controversial St. Francis City Council member resigns, is cited for false police report

Amid a criminal investigation and calls for his fourth censure by fellow council members, St. Francis City Council member LeRoy Schaffer resigned Thursday.

The news came on the same day the Anoka County sheriff’s office sent a citation notice to the second-term council member for filing a false police report, according to Paul Sommer, spokesman for the sheriff’s office.

Schaffer reportedly told police July 1 that he received a package in the mail he suspected contained a bomb. After arriving at his house, police found a “novelty grenade” inside and evidence – including a pre-printed address label in Schaffer’s home that matched the one on the box – to suggest Schaffer sent the package to himself, Sommer said in a report released Thursday.

Schaffer then admitted to police he was behind it, saying “there’s a lot of people out there that want to kill me, that’s why I sent it to myself,” the report said.
