This is absurd - it's Buckley's "means to an end," like some gal marrying a rich guy for the money." For Buckley it's a huge distraction, he is busy typing information we already have, that the mayor certainly has, when an honest chief of police would start off with:

"We've read the L'Italien report and misconduct will not be tolerated. I will be firing immediately these individuals listed on Marian Ryan's Disclosure list and will run an efficient, honest, clean police station that serves the people, not the interests of these phony, disgraced public servants who fail to serve the public."  But that didn't happen, did it?
