“Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Medford City Council will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the City of Medford website, at www.medfordma.org. For this meeting, members of the public who wish to listen or watch the meeting may do so by accessing the meeting link contained herein. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the City of Medford or Media Community Media website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.”

MOTIONS, ORDERS AND RESOLUTIONS

21-183 – Offered by President Caraviello

Be it Resolved that the Medford City Council ask the Administration what its plans are for outdoor dining for the restaurants this upcoming spring, summer, and fall season.


21-184 – Offered by Vice President Knight

Be it so Resolved that the Medford City Council wish Mary Paradiso a very happy 93rd Birthday.

21-185 – Offered by Vice President Knight

Be it so Resolved that the Medford DPW perform pothole maintenance along Freedom Way in preparation for the state mandated deadline for in-person learning at our public schools. 


21-186 – Offered by Councillor Marks

Be it Resolved that a moment of silence be held for life long Medford resident Helen Alpers on her recent passing.


Be it further Resolved that the Council meeting be dedicated in her memory.





21-187 – Offered by Vice President Knight

Whereas, Governor Baker has declared March 21st through April 30th, 2021 MOTORCYCLE AWARENESS PERIOD, and

Whereas, the City of Medford has over 900 Motorcycles registered in the City, and

 

Whereas, Motorcycle crash fatalities in the Commonwealth have increased in each of the past three years, and

 

Whereas, the City of Medford was the site of a Motorcycle crash fatality in 2020,

 

Be it so Resolved, at the request of the Medford City Council and on behalf of the Massachusetts Motorcycle Association and the Medford motorcycling community, the Mayor of the City of Medford, issue the following proclamation:

 

A Proclamation naming March 21 through April 30, 2021 Motorcycle Awareness Period in the City of Medford

 

Whereas, the motorcycle is a popular means of transportation for communting, as well as for touring and recreation; and

 

Whereas, there is a growing need for cooperation among drivers of automobiles

and trucks, motorcyclists, bicyclists and pedestrians who use our streets and highways to reduce injuries and fatalities; and 

 

Whereas, it is critical for all Massachuetts citizens to increase their knowledge of the  rules of the road and the rights and responsibilities of all roadway users; and

 

Whereas, numberous organizations are committed to making our streets and highways

safe for all motor vehicle-related transportation, including the Highway Safety Division, the Massachusetts Rider Education Program, the Registry of Motor Vehicles, the American Motorcyclists Association, the Motorcycle Safety Foundation, the 

Massachusetts Motorcycle Association, the Medford/Malden Elks Riders, and many other motorcycle businesses and clubs in the Commonwealth,

 

Now, therefore, I, Honorable Breanna Lungo-Koehn, Mayor of the City of Medford, Masschuestts do hereby proclaim March 21st to April 30th, 2021, to be, 

 

MOTORCYCLE SAFETY AWARENESS PERIOD

Dear Mr. President:


I hereby propose the following amendment to the Revised Ordinances of the City of Medford:


Section 94-35(a) of the Revised Ordinances, City of Medford, Massachusetts is hereby amended to read as follows:


  1. A board of appeals, provided for under M.G.L.A. c. 40A, § 12, is hereby established consisting of five members who shall be appointed by the mayor. The members shall serve for a term of three years. The members shall be residents of the city. The board shall annually elect a chairman from among its own members and a clerk. The mayor shall also annually appoint two associate members of such board of appeals who shall each be appointed for a one-year term and who shall sit on the board upon the designation of the chairman to act in the event of a vacancy or the absence, inability to act, or interest on the part of a member thereof. Members and the associate members shall serve until a successor is appointed and qualified, unless sooner removed.”
