Council President Fails to Adhere to Rule 9 June 1, 2021

RE: Adam Knight violated Rule 9 fracturing the demand for decorum at the council
      President Caraviello failed to preserve decorum and order.  Both individuals need to be held to a higher standard
     


Mr. Caraviello,

This is a complaint regarding City Council Rule 9 and possible violation of Rule 42.

On or about 7:36 pm on June 1, 2021 Adam Knight violated Rule 42 and failed to address the chair.
While the Director of Public Health was working to Prevent, Promote and Protect, Mr Knight did not
address you, did not call for a point of information, simply harassed a department head with "Sounds
like a campaign speech."  It was malicious, Knight was fidgeting about the length of the Director's speech,
and acting like a five year old

The Council President FAILED to admonish Mr. Knight, just as the Council President harassed a petitioner
to protect Knight (May 4, 2021, now subject of an Open Meeting Law alleged violation which I will address
to the Attorney General's office on June 7, 2021, next Monday, as required by their rules.)

The Council President heard Mr. Knight prematurely, and maliciously, attempting to end Director O'Connor's
discussion by prematurely calling a "received and placed on file."  It was done viciously. That the Council President
heard the malicious "received and placed on file" is obvious as President Caraviello did so after O'Connor's '
presentation.

So what is it, Mr. Caraviello?  Councilors can disturb the council decorum and you can ignore Rule 9?
Why even have rules.

There is one solution: you need to publicly point out Knight's failure to show decorum, place it on the
agenda for next week - a vote to see if censure is proper, or you will be seen as the hypocrite that you
are, which I know from personal experience with your own temper temper issues.

HIGHER STANDARDS FOR ELECTED OFFICIALS
We demand higher standards for elected officials. The Council President and Vice President seem to be conspiring
to hold citizens to high standards with zero standards for themselves.  That is wrong.

The City Council Rules are remarkably thin when it comes to maintaining order, especially when councilors get out of line.

A council member showed up late a few weeks ago citing "family" issues.  Last night that councilor was absent citing yet a different family issue.
We pray that the councilor's mother is doing well, but given his past history (as a defendant in a case regarding a rape at Otis, Massachusetts) we have no
idea whether or not the councilor doesn't want to come to work for 29,000+ a year (and a ridiculous, undeserved vacation looming for the council,) or if
there is a serious medical issue that another family member couldn't handle.

We will get to your violation of Rule 9 but need to offer this information as the prelude:

I recall spending hours videotaping and editing a room 207 meeting regarding Mayor McGlynn.  The council decided they would intervene and determine
if my free speech rights would be upheld so that the Access TV viewers could see the mayor negotiating with Republic Parking.

You, councilor Caraviello, came up to me directly and stated that you had a "client" to pick up for RC Limos, walking away from your responsibilities as a
councilor to "moonlight," according to the information you gave me.  On January 31, 2017, when you lost in criminal court, a lawyer asked you directly
if you had ever moonlighted on the city council.  You, under oath to judge and jury, declared "no."  If you told me the truth, then you committed perjury.
We know you lied to the police and filed false charges on a homosexual who was gay-bashed by your colleague, Ed. Finn.  Finn, in Archie Bunker bigot
fashion, said he couldn't "gay bash" as he's bi-racial.  Such lunacy when the homophobic atmosphere the council generates dates back to Medford
Community Cablevision which Mark Rumley noted to me were "equal opportunity slappers."  The use of the word "fag," the N word, "spade" was prevalent
on many occasions at TV3.  No one would do anything about the blatant racism and anti-gay attitudes at TV3.  Station manager refused to believe that
his co-host was a homosexual when the fellow was blatant about it on television and on his blog.  The "born again Christian," Marra would laugh at

The president of TV3 and Mr. Marra were in the recording booth. They saw me talking to Mr. Kountz and immediately, and roughly, threw me out of the party
for talking to an African American.  They weren't psychic, they knew EXACTLY what I was saying about the N word and "fag" and "spade" because it happened in 2002.

Neil Osborne is in denial about gay bashing in Medford.  The fact that the use of the "N Word" was used again circa 2013, eleven years later, is how we shut
TV3 down.   Osborne is still in denial about the TV3 gay bashing, despite board member Rumley LAUGHING that they were "equal opportunity slappers."
Rumley KNEW of the racism and homophobia and did NOTHING but laugh. Shame on him.

Now we have Ed Finn and Rick Caraviello maintaining the bigotry aimed at me.  I'm actually amazed that you allowed me to speak last night after four recorded
instances of you violating the 1st Amendment, your oath of office and my ability to express the facts to the citizenry.  The censorship started in 2002 with a hate
crime, and you and Mr. Finn continue the gay bashing with both of you lying to the police and your alleged perjury in a phony trial in which you lost.

Which brings us to June 1, 2021, last night.

You knew Adam Knight attacked a department head, MaryAnn O'Connor, as you heard Knight say "Receive and place on file" prematurely.   When the conversation
ended you noted Knight wanted to "receive and place on file."  You allowed O'Connor to complete her thoughts and then referred to Knight wanting to "receive and place
on file.   However, the lack of decorum was in that Knight maliciously and intentionally tried to shut the health director down early, and Knight said it in a nasty way.
So you must have heard Knight blurt out 15 minutes or so earlier "Sounds like a campaign speech" interrupting O'Connor, who was on Zoom and giving pertinent
information to the taxpayers/voters during a pandemic.

President Caraviello is quick to act in disorderly fashion to shut down this journalist's free speech which only helps Medford (that Knight had misbehaved in an
alleged criminal fashion at a bank,) the Council President absolutely out of order, but you don't shut down Mr. Knight's interruptions, a constant thing, when Knight
violates the rules and thinks his right to speak supersedes a department head or a petitioner.

Caraviello always wants it both ways.  Do you realize how ridiculous you looked on the witness stand on 1/31/17?   You brought that on yourself.

I demand you, council president, a vote to consider censuring Adam Knight for his misbehavior at the council on June 1, 2021, and Knight's demolishing
a thick, heavy door, and fleeing at a high rate of speed from a bank, April 1, 2021.   Otherwise, it is more evidence for the voters as to why Knight and
Caraviello are unfit for duty

EXHIBIT A

DUTIES OF THE PRESIDING OFFICER

Rule 9.

The presiding officer shall preserve decorum and order, and shall decide all questions of order, subject to an appeal by the City Council, regularly seconded; and no other business shall be in order until the question on the appeal from the ruling of the Chair shall be by roll call and shall stand, unless a majority of the votes are to the question of appeal.

The presiding officer shall declare all votes and, if the results be in doubt, may call for a standing vote. Such declarations, if not the result of a roll call, shall stand unless they are reversed by roll call called for by any member.
