Appeal  SPR22-0096

RE: A Brady Listed Officer Not Being Forthcoming
       with Public records Request

To:  Public Records Division, Police Chief Buckley, 
Madame Mayor, Attorney Scanlon:

The MPD is being non-responsive to my request SPR22-0096
regarding photographs of a city councilor, Adam Knight, smashing
a Bank of America door.

Lt. Casey, an untrustworthy officer of the law on the D.A.'s Brady list,
at a police department known to being allergic to the truth and to the
public records request law, states at the conclusion of his 8 pages of
protesting too much (his response to my geniuine, legitimate request)
states: 
            As the present case has not yet moved to trial and the video/
photographs requested are evidence of an allegation of a crime, 
Exemption F should apply. 

a)This is absurd.  The case is over.  
Councilor Adam Knight's "probationary period for the alleged perpetrator," 
ended March 24, 2022.

b)An untrustworthy Brady-listed officer 
failing to serve the public, 
again, is antithetical to common sense, 
the public records law, 
to integrity, to the citizenry, 
and is reprehensible behavior

This writer submits that it is dangerous, 
disingenuous and is a damaged cop moving the
goal posts back as far as he can to serve and protect 
a violent city councilor, Adam Knight (charged
allegedly with wanton destruction of property) not the public.

THE COURT CASE ENDED IN MARCH, BUT TRUE TO FORM,
THE MEDFORD POLICE DEPARTMENT WHICH RESURRECTED
A VICTIM'S CHARGES AGAINST A CITY CLERK WRONGFULLY,
THE POLICE LOSING IN CRIMINAL COURT, EMPLOY THE SAME
PAUL COVINO/CAPTAIN FALLER TACTIC TO SKIRT THE LAW AND
CAUSE GREAT HARM TO THE PUBLIC TO PROTECT A PERPETRATOR.

SOME FACTS FOR THIS REQUEST FOR IMPORTANT PHOTOGRAPHS
OF A PUBLIC FIGURE WHICH WILL BENEFIT THE PUBLIC

1)This is the well documented m.o. of the Medford Police Department
to fail to respond to reasonable requests of GREAT PUBLIC INTEREST.

2)I am requesting that an officer NOT on the Brady list, as Lt. Casey is, 
handle my public records requests in the future.  These responses are
a trail of evidence that Mr. Casey is deserving of his Brady status, sadly.

Brady-listed officer Joseph Casey (see Exhibit A, attached)
cannot be trusted to handle this sensitive matter regarding
a rogue, vicious city councilor, Adam Knight, once again disturbing
the peace.   When reading the definition of the Giglio/Brady
list, which Mr. Casey is on, Lt. Casey cannot unring the bell
of the conduct which landed him on the D.A.'s blacklist:

Definition: A Giglio or Brady list is a list compiled 
usually by a prosecutor's office or a police department 
containing the names and details of law enforcement officers 
who have had sustained incidents of untruthfulness, 
criminal convictions, candor issues, 
or some other type of issue placing their credibility into question.

Police Chief Buckley's Big Lie of October 1, 2019 at the city council,
on tape, in front of the entire community, also cannot unring the Brady bell,
and seriously damages Chief Buckley's credibility.

Remember when ex Police Chief Sacco's officers filed false charges on
a citizen to protect the alleged ultra violent criminal city clerk, Edward P. Finn, and
the police lost in court Jan 31, 2017, egg all over their faces ?

The Medford Police Dept has a very bad track record of wrongful conduct,
criminal behavior, or outright buffoonery with a top cop getting fined for
not serving and protecting but joking around and acting like a third-grader
shooting spitballs:

ED FINN'S VIOLENT ASSAULT COVERED UP BY
MPD AND CURRENT MAYOR

Mayor Breanna Lungo-Koehn was a witness in that case and
was in the room when her good friend, whom she praised after
she knew clerk Ed Finn committed violence against a senior citizen,
was using his body slam to intimidate a reporter in the 2015
election cycle.  Violent Mr. Finn skipped a subpoena to criminal court.

District Attorney Marian Ryan is in this correspondence.

Now Brady-listed Lt. Joseph Casey has tested my patience.

First, we start with Police Chief Buckley lying to the citizenry
on or about October 1, 2019 regarding the L'Italien Report
on dishonest police officers, calling them "all good men and
women" - lying - to the taxpayers paying his salary, on tape,
at the Medford City Council.

Second: when the Records Division granted my appeal
and I was set to receive the L'Italien Report documents (which city hall
kept refusing to deliver) I received death threats from a
"Steve" (have his number; have filed a report with another
police department) who allegedly hurled a cement block
through my bedroom window when I had moved to Malden.

As my move to Malden was recent at the time, from Medford, few -if any -
knew my new residence, unless they accessed my driver's license.

Third)After the multiple phone harassment/threats a can was thrown
at my window on or about November 5, 2019, with a cement
block thrown at my window 5:20 am or so, November 8, 2019.

The block could have killed me, another resident, or our pets.

The brick would have killed me except that I was in
the living room as a tenant was moving to New York
that morning at 5:30 am.   These insidious police officers
play hardball.  The cement block is at another police
department as evidence.

MAKE THE KNIGHT/BANK OF AMERICA PHOTOS PUBLIC
Here is my case why the photographs 
Mr. Casey is hiding deserve to be published -
photographs of a public figure, city councilor Knight, 
who has menaced the community
(including a threat to attack me AT 
the city council someyears back.) 

Like the L'Italien Report, an appeal on which I prevailed, 
these Bank of America photos are of extreme public interest.
If the police officers can't claim what Brady-listed 
and untrustworthy Lt. Casey 
is trying to claim about privacy rights, 
a city councilor has LESS privacy than
police officers.  The people elect city councilors, 
and Adam Knight's public
conduct has been far less than honorable.  

It begs the question:

----Why has a Medford Police Department 
with a documented failing record
of responding to records requests,
 use an allegedly dishonest Brady-listed officer
to respond to those records requests, 
and feign ignorance regarding the
well documented "wanton destruction" 
of city councilor Adam Knight?

The records requests ARE THE LAW, 
and the police flagrantly disregard
the law with now, eight pages of
what I consider gibberish from a Brady cop.

Please note: This is NOT personal.  I have, clearly, investigated
other city councilors, Robert A. Maiocco, Rick Caraviello,
Zac Bears, Frederick N. Dello Russo Jr., Paul A. Camuso
with as much "managerial brio" as any good reporter.

This is about public safety, which this police department
is extremely inefficient in given, with its highly documented 
sad history of violence and wrongful conduct.

A few examples, but not all of the horrifying activities:

---the late officer Greg Hudson allegedly strangling
his wife

He has been on paid administrative leave since the charges, 
according to City Solicitor Mark Rumley.
Hudson's first disciplinary matter came in 1993, 
and was followed by two more issues in 1996, 
before a 1999 arrest for domestic assault, 
Rumley said, although details of those incidents, 
which were handled within the department 
and did non involve the civil service hearing process, 
were unavailable.

---years later, the late Greg Hudson caught in a
prostitute sting...by another officer!

---Miguel Lopez covering up a murder at his house
in Stoneham; one wonders how much then - "Officer"
Lopez knew about his step-son's alleged drug dealing
- and if it was conducted in his own Stoneham home
prior to the killing

---Officer Shawn Norton drunk driving, slamming into
a firefighter's car allegedly, allegedly fleeing the
officers out to arrest him in Reading

---Officer Shawn Hughes in a fight with his wife

---ex police chief Leo Sacco's son on Channel 5,
not given a breathalyzer, no field sobriety test
as an MBTA cop, his gun, keys and truck taken
away from him

---there is another allegation regarding Chief Sacco's alleged misbehavior
with "family" that I am currently investigating. 

---Officer James Lee, brother of late Richard Lee
 (before my time, was he
"city manager" who could pull strings?) 
ripping his girlfriend's lip open,
exclusive photos from Lawrence Memorial Hospital 
published on 
my news site, Medford Information Central.  
His girlfriend later arrested
after allegedly harassing Lee's wife 
(after Lee was on probation and had
an alleged restraining order on him)

---Stephen Lebert's ugly story of malfeasance and criminality.
The former Medford cop a long-time menace, INCLUDING phoning
a perpetrator in advance as I was filing a police report on the
alleged criminal harasser.

The Medford Transcript has a substantial article against LeBert
published, wonderful reporting which I believe former Mayor McGlynn
gave the green-light to (a reporter's hunch, knowing my former editor
at that paper as I do) to get rid of Lebert.  Here's the Channel 5 story

By the way, Stephen Lebert's death threat against a Malden man was national news.
A huge black eye on the deficient Medford Police Department that simply cannot be
trusted.

I do this to help the citizens of Medford and I humbly
say, the publication has been highly effective in
removing Mayor McGlynn's uncle from the board of
the housing authority (where he didn't belong,) 
exposing city councilor Bob Maiocco for the
his horrifying problems at Wells Fargo, exposing civil service commissioner
Paul A. Camuso when he was on the city council
(nephew-by-marriage of Maiocco; so much nepostism)

My work is important, and has changed Medford for the better.

The publication mixes facts with parody, and I call it,
fondly, The Mad Magazine of Medford Politics....but
the humor, like Stephen Colbert, is to drive the point
home about the waterfall of malfeasance in the city.

We could continue this essay going all the way back to
Thomas K. Doherty and Gerry Clemente's internationally known
crimes against the city (Exam Scam, Depositors' Trust) but I'm
sure that the point has been made.

Medford Police Department Known for Skirting Public Records Law

Medford Police Department appears to be ignoring public records requests, in some cases for years

Despite recent reforms to the Massachusetts Public Records Law, MPD’s repeated violations highlights need for enforcement

Indeed, for a police department under both ex chief Sacco and Chief Buckley,
why was it up to this reporter to inform them that in regards to internal affairs,
Captain Kevin Faller (another highly objectionable piece of work) was not the records officer, though the website
had information listed that he was until this reporter set them straight.

I am no longer assigned to Internal Affairs and haven't been for a few years.   
The website unfortunately is not update(sic) and I put in a request today to make the change.  
Cpt. Barry Clemente is now in charge.

Faller says "for a few years" - the portal that the public expects to be
updated daily is ignored....this writer believes "accidentally on purpose."
But I've come to expect that from inefficient officers like Captain Faller.

This kind of ignoring the public record law the way Clerk Finn snubbed 
a subpoena to criminal court is the rule, not the exception.

I respectfully request that the Public Records Division
order the Medford Police Department to send me the
documents (film/video, photos) immediately as the Division
ordered city hall to hand me the L'Italien Report - for the same
exact reason: that public officials, especially elected officials,
have less privacy rights and that the public paying taxes and
funding these entities have an absolute right to these documents.

It's the law, and once again, the police in Medford with the biggest
infestation of Brady violations in the entire county of Middlesex,
can't even seem to find an officer of the law not tainted with
misconduct to serve the public.

How can this reporter get a fair shake when Chief Buckley
has a damaged police officer handling something as essential
as public records, or no notice at all of whom to contact for
internal affairs.
