Hello Ms. Spencer,
As you know, I believe you are one of Medford's best employees.
I am filing an appeal with the Division of Records as I believe each government
official has an obligation to give the citizens/taxpayers significant data that offers them
an opportunity to make an informed decision.
For example,
a)former president Donald J. Trump, kicking and screaming, had to finally
give his tax information, as every president has since Richard Nixon.
b)this reporter put a light on school committee person Paul Ruseau's change of
name and the fact that he was a convicted felon. Ruseau is on a committee where
the mayor herself is the chair, yet these people were either ignorant of the fact that
their colleague is a convicted felon, or they outrageously turned a blind eye to it.
c)former Council President Robert A. Maiocco was exposed for suspicious behavior
at his day job at Wells Fargo. This was after he threatened me with a metal pipe,
on cable TV at a city council meeting. Mr. Maiocco never ran for public office
again after I exposed him.
The public, with the proper information, can be informed and keep charlatans
like Maiocco, Ruseau and Trump away from positions of power and their
aggressive tactics to abuse the system, to the detriment of their constituents.
The fact that all three violated their oath of office and were never punished for
it makes my request all the more valid.
Mr. Caraviello is the first of many public records requests I intend to make
for the benefit of the Medford public, always kept in the dark. Look at the
horrible record both Medford city government and the Medford police department
have in regards to responding to records requests.
Caraviello - especially wanting to be mayor and stating that he is now a candidate,
is Exhibit A:
---I have documents where Caraviello full-out lied to the police, a crime, as well as a
violation of his oath of office
---Caraviello may have committed perjury in criminal court, January 31, 2017.
I am certain that he did, but let's file that as "allegedly committed perjury" for
this moment in time.
---January of 2022 Caraviello refused to allow a U.S. Citizen (Joe Viglione) to ask
the city council about how they go about drafting their own pay raise. This unique
and unwarranted ability to raise their own pay also gives them an opportunity to
raise the pay for the mayor.
---Caraviello denied a U.S. citizen the ability to speak at "the people's forum,"
the same night he took his oath of office, and his six colleagues also violated
their oath immediately after taking it, because they would rather break the law
than have a discussion about their own pay. The cowardly behavior does not
help the taxpayers / citizens, and is a major reason why the response to my
records request should result in the tax returns and fundraising being made
public. Caraviello wants to be mayor, yet there are many secrets that individual
appears to keep from the public that he fails to serve properly, as noted above.
---their are rumors about a boat accident Caraviello was in. Very ugly rumors.
With no press in Medford other than my efforts and some slight work by the
Medford Patch (which doesn't "rock the boat" as they want advertising revenue,)
voters have never been able to make an informed decision, which is why these
individuals get away with holding public office with no term limits.
The allegations regarding Mr. Caraviello and the boat incident are so serious
that voters need to know since Caraviello now wants to be mayor.
As a former president of the city council, and a current member of that body,
Mr. Caraviello is now on notice that he, I believe, is required to give the
tax documents and documents on his fund raiser, to this journalist / investigative
reporter.
Indeed, no matter how many times I have prevailed in obtaining documents
that were of great public interest (the L'Italian Report, city councilor Adam Knight
photographs and police report, current council VP Isaac Bears' police report, etc.
etc.) city hall / the police department, fight tooth and nail to attempt to hide what
are public records. The Trump tax returns are now public, and should have been
voluntarily as they would have kept Trump from "winning" the Electoral College
while losing the popular vote.
Your former city solicitor, Mark E. Rumley, was notorious for being rude, spiteful
and angry in regards to records requests. This writer even had Rumley thrown off
of a witness stand in Somerville District Court on or about 9/1/16, for -as the
judge called it "irrelevant testimony." In other words, Rumley was witness to
nothing, but took the stand anyway to throw rocks at me. Judge Yee was not
pleased with Rumley and I - again - prevailed.
On a Tuesday evening the Council President, Maiocco, threatened this
then-resident with a dirty metal pipe - a "rebar" from the bridge projects.
On camera, attempting to humiliate a journalist. The next morning I
conducted an investigation at 6 AM, having been tipped off about
problems Maiocco was having (and I'm not talking about his shopping
episode at Stop and Shop Wellington where he forgot to pay his bill,
and was rewarded by the manager with a gift card AFTER coming
back and paying said bill, allegedly. I spoke directly to the manager
who gave Maiocco the gift card,) I am talking about the outrageous
and alleged abuse of his own clients

If memory serves that one case (I believe there were others) was for 1.7 million
and Maiocco/Wells Fargo paid back allegedly about Four Hundred Thousand Dollars,
caps intentional.
Due to my hard work and honest efforts Mr. Maiocco is no longer on the city council.
I heard a rumor that each member of the council allegedly didn't even know about
Maiocco's alleged malfeasance. They repeatedly voted Maiocco to be council president
as Maiocco would twist arms, whine and complain, until he got his way. Why the mayor
has a charlatan allegedly on the third floor of city hall after she was made aware of
Maiocco's threat (which the police chief, Sacco at the time, acknowledged and said
in writing that it was "inappropriate,") is disrespectful to the taxpayers/citizens, I believe.
The public records law works from the perspective that all government records are
public records. Mr. Caraviello, having been a council president at the time of his
malfeasance, telling judge and jury under oath that he's "on the list" of Top 10 S.O.B.'s
in Medford (in court?,) and at the city council in Medford prior to the start of a meeting,
that he considers himself "the biggest S.O.B. in Medford" ...such buffoonery has a
price that must be paid to the voters, and that price is expensive. The balance due
is information on a boat ride (much like councilor Knight's reckless driving in the police
report after he smashed a Bank of America door on or about 4/1/21,) information on
a fund raiser, information on Caraviello's taxes.'
Then the public can make an informed decision on who should be mayor.
As Mr. Caraviello is a long-time city councilor, it doesn't matter if the records
are at city hall or at Caraviello's home or office. Caraviello is so active in
city government that the storage of the documents should not matter; that
the records exist and that the public has a great interest in seeing those
records to make an informed vote, as Donald Trump was required to do,
I believe those records are public records and are essential for the reasons
stated above.
The "dog ate the homework" answer regarding public documents, be they
the records of expensive doors to city hall missing in action, documents
on metals allegedly missing at the DPW, records on building materials
for Medford square (cornerstones,) or finance records to Medford Community
Cablevision, Inc. where Mark Rumley, city lawyer, and board member of
MCC TV3, chose to investigate the board that he sat on, and then decide
the $38,000.00 of missing monies weren't his obligation (I believe the
missing monies could allegedly total $500,000.00, allegedly.)
Mark Rumley's malfeasance and unclean hands are well documented,
and I have another records request currently at the AG's office to obtain
those records after ten years. I have been determined and persistent
in obtaining that information. The AG's office notes that "law enforcement"
is involved and could be "impeded." With law enforcement involved,
we see that - again - this reporter is "spot on" as my former editor at
the Medford Transcript noted and praised me.
Caraviello was council president, yet the public knows very little about
the individual who now wants to run the city of Medford. As an elected
official, a city councilor, I do not care where these public records are stored,
be it the city hall basement or Caraviello's home or office, they are public
records and the public has great interest in knowing who these candidates
for public office are. See the Ruseau (convicted felon,) and Maiocco
examples above.
The documents are public documents and I would like to publish them.
