Housing Authorities and Access TV have something in common: they are the easiest places for ripoff artists to fester.

Medford Community Cablevision, Inc. is currently under investigation by the office of the Attorney General in Massachusetts, the public charities division.  Under Michael J. McGlynn and former Director of Personnel Stephanie Burke, there has been absolutely no movement on the investigation from the city's perspective, though McGlynn could easily drop the hammer on the fraud board of directors that scammed residents out of access television. (Note: Election 2015 is suffering from no access television; the Mayor refused to give the one proposal to operate an access TV station any consideration because...guess what?  The Mayor never expected anyone to bid!  The restrictions Mark E. Rumley, the City Solicitor, and Michael J. McGlynn - who hijacked the term "Issuing Authority" which could have gone to the city council, were so enormous it scared away access tv stations already in operation.  Paul Camuso misled the citizens and the city council with rumor and innuendo, that jackass not a public servant but an unethical and not very trustworthy buffoon doing McGlynn's bidding. Solicitor Rumley protesteth too much about the city stomping on First Amendment rights; there's a hot place in hell waiting for the liar, Mark E. Rumley, and Satan will spell out for Rumley how his repeated lies to the public on access TV issues were not honest, not ethical and deserving of punishment.)

The $65 billion Department of Housing and Urban Development has been plagued by mismanagement and scandal in recent decades. Numerous HUD secretaries have used their power to enrich themselves or to confer special benefits on people with political and financial connections. This essay looks at HUD mismanagement during the tenures of four HUD secretaries under three recent presidents:

Samuel Pierce, 1981-1989, Ronald Reagan's only HUD secretary
Henry Cisneros, 1993-1997, Bill Clinton's first HUD secretary

A root cause of HUD scandals is that the department has a large number of costly subsidy programs, and each involves a tangled web of stakeholders. Many HUD programs divide responsibilities between federal, state, and local policymakers, and they involve private interests such as developers and financial companies. The multiplicity of interests and the complexity of the programs create opportunities for people in the public and private sectors to take personal advantage of programs.

The recent meltdown in the U.S. housing and financial markets makes it crucially important to understand the distortions created by HUD's programs and the political drivers of its decisionmaking. HUD policies played an important role in the meltdown, and this essay sheds light on why some of HUD's bad policies were put in place.

Departed PHA head was investigated for affair with staffer


Michael Kelly was presented here as a turn-around manager who would repair the damage at the Philadelphia Housing Authority by the scandal-scarred leadership of former executive director Carl Greene, including secretly settled sexual harassment suits.  But Kelly left PHA Friday with his own scandal in tow: An affair with a woman he appointed to head the agency's department of human resources.

Estelle Richman, a U.S. Housing and Urban Development Department senior staffer who is once again taking control of PHA, confirmed this afternoon that someone at the Philadelphia agency complained about the affair between Kelly and Audrey Lim.  Richman said her predecessor, Karen Newton-Cole, appointed PHA staffer Kelvin Jeremiah to investigate.  Jeremiah, who followed Kelly here from New York City's housing agency, confirmed the affair, Richman said.
