Re: Massachusetts Public Records Request

Dear Keeper of the Records

This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of the following records:

1)The document or documents which show the revenues from Comcast and Verizon (via the franchise fee) paid to the City of Medford for the years 2018, 2019 and 2020
2)The document at city hall which shows that Medford Community Media is a separate entity from city hall and not merely a name that is used for government-controlled access TV.   This is significant because the pay-to-play Alliance for Community Media award for the category which few stations apply for, "under 300k," should not include a station funded by an alleged arbitrary whim of the issuing authority, Mayor Breanna Lungo-Koehn, just to win some award.  The mayor is an attorney who may want to designate that the studio is funded under 300k, when - truth be told - the public has no idea how many monies are dispersed into the "general fund," into the "government channel" (if any,) for "teachers salaries," and for the high school channel AS WELL as the access TV channel.  It is all one big blur and we need and deserve the documents showing that the station is QUALIFIED to SUBMIT an APPLICATION for the under 300k award.
I will be bringing this up to the Alliance for Community Media so the documents are essential to my next few articles on this matter.
In essence, where a majority of the public is locked out from Medford Community Media by way of fraudulent CORI checks and a mountain of policy and procedure, this is a government controlled channel passing itself off as a public access station.  It is LUDICROUS to think that MCM runs on "only" under 300k given the duties of the station manager for the government channel and that he is paid from the access monies while doing government channel work most of the time.  The exhibits I have in screenshots of the Twitter account prove my point, along with other evidence. In the opinion of this veteran of access TV with a career on cable access spanning 41 years, MCM has done NOTHING of significance to "win" an award other than pay off another non-profit.
3)All documents including the names and salaries of teachers who receive P/E/G monies rather than taxpayer monies
4)Medford Community Media is, essentially, shared by the high school station with students having more time to use the "public" facility than the public does.   Please send me all the pertinent documents showing:
a)that the public access is a separate entity apart from the city of Medford
b)that the station is - indeed- public access though the station manager seems to handle ALL the government access functions rather than working for the public while allegedly giving the high school kids the access time that the public should have.   The station took 3 of my DVDs, never aired them, never mailed them back.  That's not public access television.
c)how city hall can allege that the station is under 300k when its operation is dependent on the entire P/E/G check to operate government, high school and public access.    It is confusing to the citizens of Medford and those in this region, we want to ensure that the "award," though pay-to-play, is on the up and up.
To make it clear why the documents are of great public interest:
To shade the truth and claim that the seemingly non-existent "public" station with its manager seen conducting government access business on public access time, feels like a charade to the public.   If true, - that the station manager wears three hats - it means that the lines are blurred and the access station manager, if he put in the application under three hundred thousand dollars, possibly committed an act allegedly akin to a former Medford High School employee who claimed that she had fraudulently won "teacher of the year" in her previous position...Medford picking up another school's embarrassment.
I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request.  If the fee is more than $5.00 please advise me.  As an esteemed member of the fourth estate in Medford, the only journalist obtaining results at this specific point in time, I humbly request that you waive any fees associated with this document search.
Please send information via e mail.

The Public Records Law requires you to provide me with a written response within 10 business days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.

Sincerely,

Joe Viglione
