People should be congratulated for achievements but at the end of a council meeting.
The 7 councilors use this device to seek votes. Public Discussion, which they hate, free speech pushed aside, but birthday greetings are essential to this crew.
That is so expensive and wrong.
Happy birthdays more important than public participation ?????
