In a Jan. 25 report, the city concluded Osborne's actions were "an accidental HR error not due to malicious intent to cover up past payroll embezzlement." YOU, TAXPAYER/VOTER BE THE JUDGE LOOKING AT OSBORNE'S SALARY AND WHY HE NEEDED THE EXTRA CASH!

Durham provided Rumley with a chain of email and documents that he was not paid $2,307.60 due him for duties he took over in July 2020. Additionally, he stated money was missing from two paid appeals stipends, totaling $10,000.

"Neil then stated he was glad that the appeals stipends existed because if they didn't, he would need to supplement his income with private legal work outside of city employment," wrote Durham in a complaint to Rodrigues in October 2020 about the missing funds.

He continued that when he requested the city tap into the money for the stipends to pay him, he was told by Nunley Benjamin, "Neil had been paying himself during that block of time."

A formal ethics investigation was launched by the city into Osborne at that time.
