Dear Custodian of Records Attorney Scanlon:

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records regarding the city clerk of Medford Massachusetts:

1)A copy of the subpoena Edward P. Finn received for the trial Commonwealth vs. Joseph Viglione Trial date 1/31/17 (my original copy prior to filing is attached so that you will know exactly the document that I seek)

2)Mr. Finn's copy of the e mail sent from Mr. Viglione (at the request of his lawyer) to Edward P. Finn prior to the trial

3)Mr. Finn's Certificate of Completion of Conflict of Interest Law Online Training Program

4)Mr. Finn's Certificate of Receipt of Open Meeting Law Materials

(Please note, Attorney Scanlon, that Edward P. Finn has not been forthright with the residents of Medford, censoring my petitions to the council - I believe illegally - as well as it is alleged another citizen who complained to me that Finn had censored his petitions and gave the citizen, allegedly, malarkey for an excuse. Another example of Finn's incompetence or alleged malfeasance - Mr. Finn told me he "couldn't find" the 10 year Comcast agreement, which presumably arrived in a box or large envelope. That Mr. Rumley had a public records request and responded to it shortly before the Comcast agreement arrived, and that this journalist had to continue to ask the city clerk for a copy, means that Mr. Finn is either careless or dishonest; in either case the citizens of Medford were cheated by Mr. Finn's refusal or alleged desired to hold back information, his failure to have the agreement readily available as well as his failure to show up in a court of law, under subpoena, and the fact that he physically assaulted this investigative reporter, is important information for you to have given the incessant wrongful conduct of a city clerk who, along with his wife, allegedly told Robert Cappucci (June 2015) at the now-shuttered Stop and Shop on Salem St that Bob Penta would lose the election and that Stephanie Burke would win. This was the same week that Finn told me that he knew who City Council videographer Richie Cormio voted for in the election when I was discussing with Mr. Cormio the failure of the video crew to keep the camera on Richard Caraviello and on Bob Penta when they were speaking during an election cycle (the crew had the camera on Dello Russo's empty seat, and then on Dello Russo himself when he returned from his sojourn or siesta - and that is not a joke; watch any random council meeting to see Mr. Dello Russo's dismissive attitude towards citizens, fellow councilors, ex councilors. My goal here is to provide Attorney Scanlon with the previous attempts to dodge information by these government officials. The opportunity to give out compliments is rare in the city of Medford, however, you provide exceptional work, Attorney Scanlon that I and other citizen wish these individuals under investigation would take note of.)

5)Any documents, e mails, that provide proof that Mr. Finn advised Richard F. Caraviello, Stephanie M. Burke and any members of the city council or any other government official or employee (Jeanine Camuso, Lauren Feltch, Brian Kerins, etc. etc.) if under Mr. Finn's purview, on their obligations to the citizens they work for to take the online conflict of interest course and adhere to the open meeting law.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10.00.

However, as a member of the press I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of voters' rights and how the office of the city clerk operates. This is for News Gathering (caps mine) purposes, of course and in the Demarol vs. Athol/Orange case the judge made it clear that access television producers are news gatherers and legitimate members of the press.

(Demarest & Dunn vs. Athol/Orange Docket Number: Civ.A.01-30129-MAP - Peter Epstein - hired by Medford, was the attorney and lost the case; the judge found that public access producers are legitimate members of the media, which Mark E. Rumley appears to disagree with in his response to Rick Caraviello's March 28, 2017 incident where the council president was badgering me and, once again Solicitor Rumley allegedly blamed the victim; as Rumley allegedly did when Clerk Ed Finn physically assaulted this over-60 journalist June 16,2015)

This information is not being sought for commercial purposes. Though both my blogs are registered businesses in the clerk's office of Medford City Hall, I have yet to support them through advertising and the purpose of this information is to benefit the voters of Medford during an election cycle, which State Rep Donato feels is "the most protected right."
The Massachusetts Public Records Act requires a response to this request within 10 days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
