Medford keeps losing its leaders, one issue after another leading to several key vacancies
Park Division foreman in limbo
Michael Nestor is still listed as the foreman of the Park Division on the city's website.
While currently out on medical leave, his fate hangs on a disciplinary hearing that he was advised would be held upon his return. His worker's compensation benefits have since been terminated by the city, prompting the Teamsters to file a grievance contesting the move. Nestor has been the target of more than one hearing and was also investigated by the administration as he was rumored to be the mastermind behind a pay-to-plow scheme.
Investigators hired by the city conducted dozens of interviews and spent hundreds of hours following Nestor around. They came up empty; and despite speculating whether the independent contractors they interviewed were “either quick on their feet or truthful,” the investigators concluded that “other than the original rumor, no information was uncovered that indicated a pay-to-plow scheme exists or existed in Medford.”
