‘Dereliction’ Case Against Mayor Tabled Temporarily

Chester City Council is accusing Mayor Larry Forsythe of dereliction of duty, although it doesn't yet have the legal wherewithal to file the charges in court.
Woodruff raised the issue of dereliction of duty at the June 15 council meeting, and on Monday, the five councilmen took turns reading a "charge" against the mayor. The charges, each one signed by the councilmen, mostly have to do with procedural matters in which Forsythe "refused" to do something.
"We're going to bring it to light," Woodruff said. "People don't understand what's going on."
The action caps off a year of acrimony between council and Forsythe, during which time council members and the mayor have had a running debate over such issues as council's authority and the mayor's job description.
Since his election as mayor in June 2014, Forsythe has struggled to realize his agenda for appointments, purchases, the budget and other city priorities - often sparring with council in open meetings and receiving jeers from audience members.
Forsythe declined to comment on Monday's charges, which say he:
Woodruff said council plans to bring five more charges against the mayor at the July 20 meeting, and five more at the meeting after that. He said the charges are being filed, but no action is anticipated immediately because the city can't afford an attorney.
