Public Access; The Hydrant vs The Jaywalker

I think the hydrant on Route 60 in front of the Dance Studio may have indigestion today as it encountered a beached whale who somehow rolled into his getaway car.

Reprobate Councilor Three ...since Madame Knight is RC 1 and Freddy RC2, this was definitely the soon-to-be-dethroned Council President causing a ruckus and tying up traffic
