Medford is looking for a new HR director

Yesterday afternoon the position of Director Of Human Resources was posted by the city. This would seem to indicate that Neil Osborne has either left the administration, was fired, or took on another role.
Osborne has worn several hats in local groups in the past, including president of the local NAACP. In 2015, he ran for city council. His campaign lost, but is frequently brought up as a reason for ward-based representation in city charter discussions. He won in his ward, but finished 8th overall by over 900 votes.
In 2017, he was hired by mayor Stephanie Muccini-Burke as Director of Diversity and Inclusion. In the Lungo-Koehn administration, there was some messiness. He was promoted to HR Director, but paid at a new level, to reflect the diversity part of the work he was doing. This position/pay level was not approved by city council, and has been a sticking point since then. This happens while the city has been unable to fill some key positions for months or perhaps over a year. Right now, the chief assessor, city solicitor, assistant city solicitor, and IT director positions are unfilled, along with others of import.
Will be interesting to see if he quit or was fired; I could honestly see either being the case.
