Rumors of Mark Rumley smirking and making faces at some woman in the audience at the city council is what you expect from some tenth grader shooting spitballs, in desperate need of attention.
With a new mayor there should be a new city solicitor. Rumley's arrogance is a sign of low self image. Rumley's fixation on a blog and the author of that blog shows the city lawyer's pettiness.
But let's dig deeper into the psychology of what makes a pathological individual like Rumley tick...or get ticked off.

City Solicitor Mark E. Rumley / Medford Daily Mercury on or about Nov. 16, 2008 (quoted from the 2nd Judge Jackson-Thompson hearing) saying:

one sentiment that I have heard that I take great exception to is that
the city is trying to limit speech,” said Rumley. “The notion the city
would censor or squelch free speech is baseless and as city solicitor I
would find any such effort repugnant.”

Rumley twisted Thatcher Magoun's ideas for the library, Rumley's thoughts in the Medford Transcript talking with authority but as misguided as he was when pitching the notion that the L'Italien Report could be confiscated because Rumley said (with authority) that it was a "personnel" issue.

There was Rumley on the witness stand attempting to enable a violent stalker, 9/1/16. In the audience was Rumley's former board member, Frank Pilleri, who stomped on the victim's foot.
Another act of violence. Then Pilleri lied repeatedly to two different magistrates/clerks of court.
Rumley promised cable ratepayers an election
January 19, 2009.
Instead, Rumley screwed up at the board meeting, December 2008, eleven years ago,
probably intentionally, when one of Harvey Alberg's disgruntled business partners felt cheated and gave this writer a waterfall of information on bad business practices allegedly going on at Medford Community Cablevision, Inc.
Rumley's screw-up caused harm to the personal safety of two residents. Pilleri's gang felt empowered, ultimate prevaricator Ron Delucia voting to spend tens of thousands of your dollars for lawsuits that were unethical, to the point where a judge found TV3 and Pilleri in violation of the anti-SLAPP statute. Rumley cost you probably one hundred thousand dollars in legal fees which went into the pocket of his good friend and colleague on Governors Ave. How sick is that.
You've seen Rumley fighting with Michael Marks at the council.
The sophomoric antics of Mark E. Rumley are a black eye on the city of Medford. They are degrading and would hardly be acceptable to a paying client.
Why is Rumley clinging to his job at city hall like a baby calf sucking on its mother?
Well, who would want a classic buffoon who is so ignorant that he uses a taxpayer e mail on a church website?
