Attorney: Alleged FBI investigation into housing authority leads to retaliation
against suspended employees

FALL RIVER — Two Fall River Housing Authority administrators placed on suspension last month without pay are being targeted by the authority’s Board of Commissioners because of their involvement with a federal investigation regarding possible corruption at the housing authority, their attorney claims.
New Bedford attorney Philip N. Beauregard called the alleged FBI investigation with the housing authority as their target the “elephant in the room” regarding following a meeting of the authority’s Board of Commissioners, while noting his clients, Director of Facilities Management Michael Farrell and Emilio Estacio, an assistant supervisor in the housing authority’s operations department, have cooperated with authorities regarding issues at the housing authority.
“It’s a long-standing investigation, everybody knows it,” Beauregard said.
Farrell and Estacio had been on suspension without pay since Jan. 16 despite the housing authority’s labor lawyer Tim Zessin not yet completing an investigation into complaints by a handful of employees alleging harassment by the two managers.
