Under PLAN A Government, the city council has very little power.
Medford growth is stifled, stagnated when every single member of an overpaid council isn't fighting on a DAILY basis to change the stale form of government in Medford.
That's the way an unethical power monger like Michael J. McGlynn wanted it. That's the way his unethical surrogate, Stephanie Muccini-Burke, is ordered to keep it.

Citizens of a municipality have more obligations than obeying the law. Citizens need to be watchdogs to make sure that politicians and government officials are obeying the law. Otherwise you have chaos.
