Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the City of Medford website, at www.medfordma.org. For this meeting, members of the public who wish to listen or watch the meeting may do so by accessing the meeting link contained herein. PETITION FOR GRANT OF LOCATION, VERIZON NEW ENGLAND, INC.,
UNDERGROUND CABLES AND FIXTURES
MEDFORD, MASSACHUSETTS

You are hereby notified that by order of the Medford City Council, a Public Hearing will be given via ZOOM, at 7:00 P.M., on TUESDAY, February 16, 2021 on a petition of Verizon New England, Inc., for permission to locate underground cables and fixtures including the necessary sustaining and protecting fixtures to be owned and used in common by the petitioners, along and across the following public way: Medford Street; also for permission erect and maintain poles, wires and cables, together with anchors, guys and other such sustaining and protecting fixtures as they may find necessary, said poles to be erected substantially in accordance with the plan marks VZ N.E. Inc. Plan No. 1A4Y6XY, dated December 30, 2020 and filed in the Office of the City Clerk.
Wherefore it prays that after due notice and hearing as provided by law, it be granted joint or identical locations for and permission to erect and maintain poles, wires and cables, together with anchors, guys and other such sustaining and protecting fixtures as they may find necessary, said poles to be erected and substantially in accordance with the plan marked VZ N.E. Inc. Plan No. 1A4Y6XY and available for inspection in the Office of the City Clerk, Medford City Hall, Room 103, 85 George P. Hassett Drive, Medford, Massachusetts 02155.
The following are the streets and highways referred to:
Medford Street:
Place new four-inch (4”) conduit beginning at existing manhole, MH27, on Medford Street and extending 85’ in southeasterly direction toward Broadway (in Somerville), thence turning in a northeasterly direction approximately 45’ to hand hold at the base of the streetlight at the corner of Dexter Street.
This petition is necessary in order to provide new services.
Approved – Chief Engineer with the following conditions:
The Grant of Location (GOL) is limited to the relatively small length located in Medford from the existing manhole to the City boundary. The full run is described as follows:
“Place a new four-inch conduit beginning at existing manhole MH27 on Medford Street and extending 85’ in a southeasterly direction toward Broadway (in Somerville), thence turning in a northeasterly direction approximately 45’ to a hand hole at the base of the streetlight at the corner of Dexter Street.”
Before starting work, the contractor shall notify Digsafe and shall obtain all applicable permits from the Engineering Division. The project must obtain a Street Opening permit pursuant to Section 74-141 of the City Ordinances prior to commencing work. At a minimum, the Street Opening permit application must include a Traffic Management Plan for review and approval.
No other utility structures, conduits, duct banks, pipes, or any other appurtenances are adversely impacted. Verizon shall ensure that all sewer, water, and drain lines are marked prior to any excavation.
Medford Street is in good condition at this location. The bituminous concrete pavement over the trench shall be milled and overlaid to an offset approved by the Engineering Division. The flush granite and crosswalk brick must be replaced in kind.
Pavement markings must be restored.
The project site must be swept daily and shall be kept free of debris for the duration of the installation.

Be it so Resolved that the Council request the City Solicitor issue a FOIA request on behalf of the Council for this information.

Be it so Resolved that the City Council receive an update concerning the request for the CAC to appear before the Council regarding the application and scoring criteria for applicants.

Be it so Resolved that the City Administration require that the telephone line at the Health Department be staffed by a live operator during normal business hours.

Be it Resolved that the Medford City Council receive a report from the MWRA on what is the plan to return Memorial Field, Condon Shell and the Auburn Street side of the parkland back to its original condition or better.
Be it further Resolved that while Memorial Field is being used by the MWRA now would be the time to discuss changing the lighting at that field and possibly with some assistance for the MWRA.

Be it so Resolved that the Medford City Council request the Building Commissioner take the necessary steps to have the donation collection boxes located at Fellsway Plaza relocated to a location on the property that does not abut residential parcels.

Mr. President and City Councilors:
I respectfully request and recommend that your Honorable Body accept under Massachusetts General Laws the Acts of 2020, Chapter 325 to appropriate Seventy Five Thousand Six Hundred Eighty One Dollars and Zero Cents ($75,681.00) from the Medford Casino Special Revenue Fund to fund a Staff Transportation Engineer position within the non-union CAF-11 pay range $63,544.17 to 75,680.39. This request is in compliance with the Medford and Wynn Casino Surrounding Community Impact agreement specifically the transportation hub payment.
City Engineer, Tim McGivern is present to answer any of the Council’s questions regarding this matter.
