First the good news: The council clarified the public participation section of its rules. Residents will have two opportunities to speak at every meeting: once on agenda specific items, and once on any city-related issue they deem important to bring forward.

Residents may also approach a councilor and ask that they bring an issue forward during the regular portion of the meeting.
