Attorney Shirin Everett represents cities and towns in all aspects of general municipal law, including procurement, municipal finance, town meeting, and has particular expertise in real estate law, and serves as chair of the firm’s Real Estate Practice Group. Attorney Everett has over 20 years of experience in real estate law, including development of property, acquisitions and dispositions, affordable housing, protection of land, title issues, chapter lands, and roadway projects. She has extensive experience with the Community Preservation Act and complex multi-party, public-private developments advancing economic development, affordable housing, and land conservation, and regularly negotiates with state agencies. Attorney Everett is experienced in purchase and sale agreements, leases, including renewable energy and telecommunications leases, land development agreements, and affordable housing documents. She also advises affordable housing trusts, regional transit authorities, and municipal light plants, and other public entities. Additionally, Attorney Everett drafts requests for proposals, warrant articles, and conducts real estate closings.

Attorney Everett’s prior experience includes both private and public sector practice, representing lenders, borrowers, developers, and governmental bodies.

• Represented the Towns of Amherst, Provincetown, Duxbury, Williamstown and other municipalities in selling and leasing land to national and regional non-profit organizations for the development of affordable housing in participation with state and private lenders
• Assisted many municipalities in rail-trail projects, including, without limitation, the City of Haverhill and the Town of Salisbury
• Advised the Towns of Amherst, Provincetown, Walpole, and Belchertown, among others, in acquiring and permanently preserving land for open space, recreation, and watershed protection purposes
• Represented the Towns of West Boylston and Shirley, among others, in leasing land for the installation and operation of solar voltaic systems
• Assisted municipalities in selling and developing properties in partnership with the Department of Capital Asset Management and Maintenance
• Negotiated extension of solid waste disposal services and host community fee payments for the Town of Westminster, including land acquisitions, Article 97 approval and other special legislation, and land dispositions
• Negotiated the Belmont Municipal Light Plant in the sale of real estate and other assets for $45 million, including acquisition of property rights from the Massachusetts Bay Transportation Authority and the disposition of assets to a public utility company
• Represented regional transit authorities in acquiring and developing real estate, including a public-private Transit-Oriented Development for the Lowell Regional Transit Authority, and the construction of transit facilities by the Pioneer Valley Transit Authority
• Represented a municipality in the lease, acquisition, and closure of a mobile-home park devastated by a tropical storm
• Represented the Town of Salisbury in protecting sand dunes and preventing floods and costal damage
• Obtained a favorable decision from the Supreme Judicial Court on the land registration system, affirming the ability of the Land Court judges to invalidate defective certificates of title. 
• General municipal law services as primary contact attorney for towns.  Responsible to Boards of Selectmen and Town Administrators and Managers for providing efficient and cost effective Town Counsel services
