Dear Solicitor Rumley:

I am appealing the response of May 27, 2016 @ 11:13 am (Exhibit A) to my request of May 12.

1)You and city hall were, once again, tardy in making the response

2)there are never any documents from this City of Medford.  Why is that?  Today I have heard an allegation that Ann Marie Irwin, wife of the Muccini-Burke campaign manager, is still attending classes to learn the job that she obtained at city hall.  Allegations are that she is using sick time and vacation time to go and learn how to do the job that she obtained - ostensibly over other more qualified candidates.

3)There is that problem with you allegedly abusing the public records law to charge me $2.00 for a non-response employing trickery and deceit.   Mr. Rumley, allegedly you would use company time to go to Somerville District Court to be a bill collector until a mayoral candidate caught you in the act, you allegedly saying to that person "You ratted me out to Joe Vig" - which - if true - is outrageous.

Court is a public place, and you, the city solicitor, were found there by two mayoral candidates (John Byers and Tony D'Antonio) on two separate occasions, allegedly not on city business.  Why are you angry with the messenger if these rumors and allegations are true?

So you take it out on me for reporting the allegations by charging me $2.00 to give me nothing in regards to a public records request?  Harassing this citizen the way you called me a name at the city council (to Paul Camuso) alleging that I was like a man with Alheimer's, my late friend Pat?  Or Mr. Camuso allegedly forging a Christmas card using my own petitions to the city council in December of 2015 and saying he was pressing criminal charges for harassment when in 2014 Camuso sent me a Christmas e mail about being "alone" knowing about the xxxxxxxxxxxxxxx.  This is how City Hall abuses the citizenry?    Mr. Camuso as council president violating the First Amendment as Fred Dello Russo, Jr. now does with glee?

There are never any "documents" from this city hall.    Now we hear that Marisa Batista, another great employee, is leaving, Ann Baker leaving allegedly end of July (she was going to leave, rumor has it, end of June,) following the revolving door of Teresa Walsh, Louise Miller, Karen Rose, Annie Sgroi, and not even a half of year has gone by.

The citizens need to have the documents regarding Anne Irwin allegedly attending classes and learning on the job.  This is of vital concern, especially as the Locust St. subject and Roy Belson allegedly wanting to stay on and not be responsive to sexual abuse at the high school and finances at the high school and false bomb threats at the high school, allegedly pushing the goal posts back as Medford Community Cablevision, Inc. has successfully done thus far as their "investigator" is their former board member Mark E. Rumley who can't seem to find the meeting minutes even though he attended the meetings.

When a board I served on failed to keep meeting records, Mr. Rumley, I started keeping them until they got back on track.  You are a lawyer.  Why did you not do what I, a citizen, did to keep things straight?

I demand a straight answer on the Anne Irwin request and none of this messing around with the public records law.  I will be refiling my public records request on Roy Belson, dated December 3, 2015, one that you refused to answer about allegations of a varsity coach having sex allegedly with a student, allegations of bomb sniffing dogs removed from the school, all of which appears to have gotten city hall angry enough to escalate Paul Camuso's fraudulent allegations of a Christmas card into another situation that someone pushed through in the dark of night at Somerville District Court and is now being heard in Cambridge Court.  I believe Paul Camuso's false accusations made contemporaneous with these two incidents - the public records request on December 3 and mysterious police activity on December 8th are all part of some intimidation tactic to try to harass the messenger, Joe Viglione, and intimidate and further bully him.

Those documents belong to the public.  If city hall has no such documents, it is about time that the citizens see that the lack of documents is malicious and intentional.

Is Anne Irwin taking classes to learn the job she obtained around February of 2016. Can you answer that question, Mr. Rumley?

Dear Ms. Irwin or Keeper of the Records:

This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10).

I am requesting that I be provided a copy of the following records:

1)The Contract between Medford City Hall and Ann Marie Irwin

2)A copy of Ann Marie Irwin's resume which provides information that she is duly qualified for the position ( DULY QUALIFIED: This means that a person is trained and prepared to perform tasks or to fulfil an office) of treasurer / collector

3)Any documents that show Ms. Irwin is:

a)involved in education for this position currently or in the past and, if currently

b)documents that will show if Attorney Ann Marie Irwin is paying for alleged "on the job education" or if the city is paying for it.

4)Any documents which provide information if Ann Marie Irwin worked on the Muccini-Burke campaign in 2015 alongside her husband, Attorney Brian Callahan, who was noted in the Medford Transcript as being Muccini-Burke's campaign manager.

I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request. If you expect costs to exceed $10.00, please provide a detailed fee estimate in advance.  Previously Medford City Hall has not notified this resident about the fees in advance. 

The Public Records Law requires you to provide me with a written response within 10 calendar days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.

Dear Public Records Division:

As usual, the City of Medford is not in compliance, REFUSING to be in compliance, with a public records request dated May 12, 2016.

As the Public Records Division is well aware, the highly secretive Medford City Hall does not want residents to know anything.  They delay the requests, they allegedly overcharge in my opinion, they seem to play games with the Public Records law just as we residents / ratepayers put good money into public access tv that city hall is terrified

of.

Mayor Burke has stacked the offices with her cronies and treats the public with contempt.  Her husband, a clerk at Middlesex Superior Court, hurled a vulgarity at me, is said to have a "hit list" and on November 3, 2015 is alleged to have stated "payback starts tomorrow."

This is the element we are dealing with, and they love to chill free speech.

Please help.
