Mayor Lungo-Koehn Submits Plans to City Council to Form Charter Commission by Jackie Piques 


With request to City Council, Mayor seeks a Home Rule Petition from the State to begin the process of Charter review in Medford. Medford City Charter has not been significantly updated since 1986. 


This week, Mayor Breanna Lungo-Koehn submitted a request to the City Council to approve the creation of a Charter Commission to review the City’s Charter. If approved, the request would be submitted to the State legislature for approval. 


A Charter Commission would be tasked with reviewing the City’s Charter, which defines the organization, powers, and functions of city government. Medford’s Charter has not been fully reviewed or updated since 1986. 


“To effectively and efficiently govern a 21st century city, we need a guiding document that meets the needs of a 21st century government. We need to create clear structures and processes where the community is engaged and involved in the decisions we make for the future of this city,” said Mayor Lungo-Koehn. “In my Inaugural Address I vowed to begin this process by early March and called upon the City Council to send a Home Rule Petition to the State Legislature. Though we have been delayed due to a global pandemic, today I am again calling on the City Council to see this through in the best interests of our community.” A Charter Commission would consist of a cross-section of community stakeholders to review the City’s Charter, determine if updates and amendments are necessary and, if so, recommend changes for consideration. “We need to study ways our government is structured to meet the needs of our residents, and what better way to do so than involving residents and other community stakeholders in this process?” Mayor Lungo-Koehn said. The request for creation of a Charter Commission in Medford will be discussed at the City Council’s September 22, 2020 regular meeting via Zoom at 7 p.m.:
