Dear Custodian of Records and/ or Attorney Scanlon


Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records that 

1)All city council meeting minutes documents where Council President Caraviello has called a petitioner and/or a paper out of order in the past five months

2)Every single document since the hiring of Clerk Adam Hurtubise where the city clerk has altered or re-written a petition

3)Every document where city clerk Hurtubise has sent to a petitioner that he was changing the petition (which, of course, irrevocably alters the meeting minutes,
a violation of the Open Meeting Law)

4)During the Muccini-Burke administration this petitioner filed a complaint with Neil Osborne's office on Richard F. Caraviello, Frederick N. Dello Russo, Jr. and
Adam Knight.   I sometimes send public records requests to ensure that my previous documents are still on file.  I would like those pages of complaints files
with Neil Osborne's office to ensure they still exist, which benefits the public, the taxpayers, the voters.

5)All documents in the past five months dating back to January 1, 2021 of public complaints filed with Neil Osborne and his response(s) to those complaints.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $5.00

However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the Open Meeting Law, Robert's Rules of Order, the City Council rules, and how to hold out-of-compliance public officials accountable.    Also, though this is for my personal reporting, your office understands that I am a professional journalist quoted in the NY Times, Boston Globe, in multiple books, with writings in music and technical journals published around the globe - locally the Medford News Weekly and the Somerville News Weekly, etc.   That these documents are of GREAT public interest is the reality.   Medford Information Central reached 2-3 hits a minute at some points last week.  There being

equals 42,663 page views in 54 days ...of great public interest to the citizens, businesses, civic groups, visitors to Medford.
This information is not being sought for commercial purposes.

 

The Massachusetts Public Records Act requires a response to this request within 10 days.  If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

 

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
