Arthur Deluca - campaigning for Mayor while on the board of a 501c3 and violating the Internal Revenue Code while encouraging people to vote for the oversight - the Issuing Authority who had full authority over the corporation, the non-profit that Deluca was on the board of, has two elements that we will ask investigators to explore.
#1)THAT Deluca allegedly violated the Internal Revenue code by promoting the oversight over tv3, endorsing the Issuing Authority
#2)THAT Deluca claimed he, though with a fiduciary and contractual obligation to the voters to provide access tv to the citizens of Medford, didn't want them to have the facilities that he himself enjoyed and utilized as much as he wanted to.
When hunting hypocrisy and possible embezzlement, the facts regarding Deluca are very easy to gather and present to investigators and other government authorities / oversight.

“The council criticized Clippership Drive, water taxis — all these
things,” said DeLuca. “This was part of the plan as far back as 2004.”
DeLuca said he believes McGlynn is “too nice” in one respect because he
fails to communicate those facts to the public or fight back more
vigorously against attacks from his critics on the City Council and
elsewhere in the community.

Deluca attacking candidate D'Antonio. A board member of a non-profit 501c3 - who is directly or indirectly involved with the non-profit, cannot endorse or criticize those who have or who could potentially have power over the 501c3
The former host of TV3’s “Doctor Rabies’ Mad Movie Experimentorium”
said he also believes D’Antonio would cost taxpayers more money because
the candidate has advocated building a new police headquarters.
Exhibit C Fiduciary obligation to provide access TV to the city
Deluca admitting while as a board member of a contractually obligated 501c3, obligated to provide access, that he should enjoy the fruits of cable tv subscribers' hard earned monies, and then grab that money when Deluca is done with it and use it for purposes the money was not intended for:

DeLuca, who currently sits on the embattled community access station
TV3’s Board of Directors, said if he is elected mayor, he will eliminate
funding for public, education and governmental (PEG) access stations
and instead steer those dollars to the city’s general budget.
“I would want to do away with PEG channels so the money can come to the
city,” said DeLuca. “You could still use that money to fund education
at the high school — teach them how to put video on the Internet. We’d
be freeing up the money to do other things with it.”

In this type of fraud the assets of the
PHA (OR cable tv subscriber funds) are switched from their intended purpose to the personal use of the
embezzler. Embezzlement is a breach of the fiduciary responsibilities

QUESTIONS:
If Deluca was on a board required to facilitate access to 57,000 residents as well as businesses and civic groups, yet Deluca allegedly got free memberships, free bus passes, Christmas bonuses that were alleged to be generous, use of cameras, use of materials...
...If Deluca failed to keep meeting minutes and good "impeccable" (to quote TV3) financial records
...If Deluca engaged in filing false reports with the Secretary of the Commonwealth, spelling his own name improperly as DELUCCA (sic) (that way people can't find his real name in a corporate data base search by name)
...If Deluca failed to be square with the auditing firm paid for by the city of Medford's taxpayers
If any of these questions have merit, there was a serious problem with the operation of Medford Community Cablevision, Inc., and every staffer, board member and possibly members who benefited from the "private" organization required to be public, needs to be scrutinized and, if necessary, brought to justice.
