7:29 Paul A. Camuso talks about sprinklers when we need streets fixed, businesses to fill the empty storefronts, what a voter suck-up 41 days from an election.

Penta: Mayor of this community made a comment at Century Bank that JF White was going to give money to a dog park. "We've been talking about a dog park for 2 years...they are a great companion, just like a waterpark would be a great companion. Everything has a cost factor that is involved...the city hasn't even accomplished that which it started out to do.
__________________________________________________________________
If we're going to engage in a park, water for the children, I have no problem with it. (But what
about other things that we talked about before). These "pie in the sky ideas"... Penta then talked about the gift that is being given to the city.

"The level playing field just doesn't take place here" Councilor Penta
John Storella speaks. "I want to welcome you all back from your vacations, which I hope you all enjoyed. I'd like to ask Councilor Camuso (if he knows the cost of this effort)
Camuso: It varies...it all depends
Storella: So you have no idea what you are asking the taxpayers to assume
"You say other cities have done this. You must have some idea?
Camuso "50,000.00 ....$10,000.00 it depends. Maybe a private corporation in this ommunity might be interested in
Storella: Let's not assume that someone is going to fund it
Camuso: Just as your children went through the public school
Storella: That's not relevant
Camuso then brings up his grandmother
Storella talks about taxes
7:35 Storella: The majority of the council has supported these suggestions by the Mayor.
You add these all up, you have a larger budget...people at this time cannot afford more taxes
The people in Medford out there ought to know that (those budgets) would not go through without a vote from people like this particular council

Camuso puts foot in mouth: Council wants to ensure that we update the quality of life in this community

Call role Mr. Clerk as amended
Caraviello: I sympathize with Mr. Storella, I would like to see some more revenue streams to fund these...there are avenues of revenue that we ignore during the years
MAIOCCO TRIES TO SHUT DOWN STORELLA
Storella: Thank you, you're very kind. The Mayor has said repeatedly, the entire revenue comes from taxes, there is no other source
Caraviello: I disagree there are other sources
Vote 7 affirmative none in negative

17 people left in the room. Robert Cappuci comes over to me and hands me an agenda before he leaves.
Mr. Storella, Rick Caraviello's dad, Nick Iovino, Jeanne Martin, Andy Castignetti, City Solicitor Mark Rumley, Mr. Luongo, Anthony D'Antonio, the National Grid due, this writer...that leaves 7 other people in the room along with the City Messenger, clerk and 7 councilors 7:41 pm

pENTA: wHEN DO YOU INTEND TO DO THIS WORK
DUDE: this year, at this point approaching October we (don't have) the resources
Penta: You folks have a terrible history, after you patch it, you never figure it out
That you folks have to come back a year from that time, you have to go back and remedy it to make it flat and even
It doesn't make any sense. You people have a bond clause, I'm not talking about you personally...
with that being said, Mr. President, I'd say that's very important. The street get reviewed with the report back here with (whatever they did)
Rob Cappucci comes back in. We're back up to 18 people
_________________________________________________________________
Maiocco: Add that to the Amendment
Marks: So this project is in two phases.
Dude: ...
Marks; That's going to take place first
Dude: ...the line work...proceed with that
Marks; For the line, 2 trenches on either side?
Dude:
Marks: How big are these pits?
Dude: The two on the end will be longer, I'd say about 20 ' long...about 7 feet of main cut out
...without any wrinkles, errors
MORE TECHNICAL STUFF

CAMUSO LEAVES THE COUNCIL AT 7:47 TO TALK TO THE CITY SOLICITOR
HOW ABOUT PAYING ATTENTION, PAUL, FOR THE TWENTY SEVEN GRAND YOU RECEIVE EVERY YEAR
_________________________________________
DUDE: (SPRINGTIME)
MARKS: SO WE'RE ASKING THE NEIGHBORHOOD FOR 2 SEPARATE INTERRUPTIONS FOR CONSTRUCTION, FIRST PHASE AND SECOND PHASE
7:48 Paul Camuso leaves the council again
____________________________________________________________________
Marks wants 1 phase
Dello Russo particularly worries about it ..."resuming in the Spring...maybe"
_______________________________________________________________
Camuso returns at 7:50 and talks to the Solicitor, who is at the back of the hall under the clock
_______________________________________________________________________
Dello Russo: I"m wondering if the city needs to be more vigilant about studying other work sites to make sure that we're keeping up with those construction sites
Embattled Councilor Camuso takes "his" seat, his highness, 7:51
Dello Russo: If the street starts to sag...I'm in support of these 2 amendments, Mr. President, but I'd love to hear from the neighbors
MAIOCCO: We have some people (Mr. Luongo 145...St) who want to speak
Resident: 50 Years...one patch after another after another...
50 years of digging...they don't go back...they should be made to come back
building dept, highway or whatever

Marks:
Penta: Let's refer the crosswalks to the public safety commission
They've got to be in places that really make sense
____________________________________________________________
8:08
Camuso: Can we have the Mayor's office reach out to the City of Malden ...why they took out their raised crosswalks ...($54,000.00 a piece)
Marks; It's my understanding in Malden they created speedbumps and not raised crosswalks,
and speedbumps are a cause for concern...but, Mr. President, the larger issue is the lack of enforcement in this community...our traffic division in a city of 56,000 people in this city consists of a Sargent and an officer...and they don't work 24 hours a day. That's our traffic division
I had someone send an e mail ...why don't we have radar checks...the reason is, Mr. President, is that our traffic division is a cell of a division...2 people...they can't be everywhere all the time...and that's why we have vehicles here
___________________________________________________________________
There's no fear (of a cop around the corner) They know that. I know that in Somerville they are crawling around the city looking for infractions
In this city there is no enforcement at all (Councilor Marks)
_________________________________________________________
Marks; We all know what happened with the oil tanker on the Medford/Arlington line
thousands of trucks that come through our city ...our neighborhoods...a week. I talk to our police officers, they are not trained to pull over an 18 wheeler. They're not trained (to measure thew eight and look at the logs that is required)
Somerville has a trucking team; Cambridge has a team...and it also ensures that our city is safe from 18 wheelers
__________________________________________________________
8"13 These are grave concerns we have to talk about; I'm tired of hearing we can't look at it
Well, Mr. President, if we did parking enforcement like we asked 5 years ago, we'd have the money...and what the Administration is pushing for is to create a reserve list
They're more interested in hiring their family and friends than enforcement
It gets tired talking about the same thing over and over again. Enforcement is the key

Mr. Caraviello: I agree with Councilor Marks wholeheartedly, Mr. Storello says we don't want to raise taxes, well, this is an example of (raising revenue)...trucking tickets, this is a form of revenue, these are revenue streams we don't look at...they generate millions of dollars that we could have
ROBERT CAPPUCCI 71 Evans St. I'm a candidate for City Council...I'm standing in Medford square twice a day every day. I can't tell you how many people on Forest and High street that I see every day...the intersection of Salem and Fellsway needs ...please take into consideration that citizens want information that a crosswalk is coming up.
I can't tell you how many people take the wrong turn, there have been tons of violations...If I were a police officer on duty I would be fining these people for their infractions
Thank you
_______________________________________________________________
Mr. Storella: Several months ago one of our councilors asked that the crosswalk on Albion... be painted over. The DPW has still not done that
Camuso: Speaker is 100 percent wrong, I saw it when I went to it a month and a half ago
Storello: I was there last week
