Subject: P.S. Open Meeting Law, Cable Advisory Re: March 22 Cable Advisory Meeting, Facebook Live
I believe it is a conflict of interest for Mr. Rumley to be the (intentionally failed) investigator of MCC TV3 involving himself in cable TV issues again.
Mr. Rumley's intimidation tactics are well known, and since we have two city lawyers, one who hasn't put her city-funded e mail address on a church website for people to contact her with, Rumley's presence at an Advisory meeting (is a distraction and is wrong)- other than being in the audience (where Rumley tried to object to my question at the Medford Housing Authority some years back; jumping up like he was the MHA attorney rather than the city lawyer. I simply pointed at him and said "YOU, sit down." And he did.
God, I should get paid for keeping these people from overstepping their boundaries. What a sad history Mr. Rumley has of conflict) ...
When I asked my question at Medford Housing Authority, to Rumley's chagrin, the mayor's uncle, Gene McGillicuddy, fessed up that he was appointed by the Governor. I went to Governor Deval Patrick and about 2 weeks later Mr. McGillicuddy was removed.
Had Rumley gotten his way and "objected" like the Open meeting was actually a court of law, the conflict of the mayor appointing board members while having the Governor (probably not to Deval Patrick's knowledge) appointing the mayor's uncle would have been swept under the rug.
Mr. Rumley thinks he is the mayor. He is not. He is a citizen who has overstayed his welcome and, in my opinion, tremendously abused his power.
As one of the most established access TV producers in the United States of America, dating back to 1979, my radio career starting in 1978, I respectfully request at Attorney Scanlon handle this meeting.
Rumley is far too conflicted for this award-winning veteran of access TV to allow his rants and public displays to mar the new access TV station that I personally have worked so hard for.
Put me on the Cable Advisory Committee and it won't be a dog and pony show like the last one, with poor Ray McDonald's family having to see McGlynn using a dead man on a phony advisory commission.
How sad was that.
Note to Yvette - you have to remain silent for Mrs. Burke if you want to stay on this Committee
Trust me.
Sincerely,
Joe Viglione

TO: Cable Advisory Committee
Be advised that I will be taping this event "Facebook Live" on Thursday March 22 at 7 PM
Be advised that any attempt by Mark Rumley to CORI check residents attending an open meeting will be dealt with via a complaint to the Attorney General's office noted in the TO: above
Be advised that Mark E. Rumley, having participated on the board of Medford Community Cablevision, Inc., should not be discussing cable issues.
MARK RUMLEY SHOULD RECUSE HIMSELF AND LET ATTY SCANLON HANDLE THE MEETING
MARK RUMLEY IS CONFLICTED AGAIN AND I AM UNCOMFORTABLE WITH RUMLEY APPEARING AT THIS OPEN MEETING.
Let ATTY SCANLON discuss the Open Meeting Law (as RUMLEY certainly knows that I, and others, will be watching) for Mr. Rumley knows as much about the 1st Amendment and public access TV as boxer Mike Tyson knows about rocket science and brain surgery. All due respect to Mr. Tyson who has become a fine actor in his old age. It's just a logical comparison.
Mr. Rumley admitted to me in his office that he authored the CORI CHECK, which is a vicious censorship tactic designed to scare politicians and other residents away from Cable TV in Medford.
Since Wakefield high school, Burlington high school, Woburn High and others do not have CORI checks, yet house access stations at those facilities, I will be demanding that the Cable Advisory Board use a Malden or Somerville indemnification agreement and throw Rumley's malarkey out the window.
Mark Rumley and the issuing authority, Stephanie Burke, have zero knowledge of access TV. They know Medford TV, which is a PRIVATE PUBLIC ACCESS and that has to end now.
For example, Rumley Mumbo Jumbo alleges the library is off limits; John Costas at the Chevalier didn't want citizens using the room on the 2nd floor, yet the library and the Chevalier are perfect for access satellite stations. Why should a suspicious city solicitor continue to stand in the way of free speech? Mr. Rumley and his antics have long worn out their welcome. He has no place interfering in our access TV station and free speech rights.

TERMINATE BEN BROWN's CONTRACT NOW!
I will also call for the termination of the Agreement / contract with Ben Brown, removing him from access television in Medford.
a)His poor performances at the city council,
b)his failure to get adequate audio at many meetings, school committee, council
c)his lame excuses for why he gets poor audio,
d)his allowing a sex stunt by Rep Paul Donato in front of 2 children and a student (10/15/15) when Brown was hired to supervise the children, not let CORI do his job for him at $67,500.00 a year, (Is there a "moral turpitude" clause in his contract? Or should he just be terminated for failure to perform?)
e)the horrible website,
f) the abuse of a registered Medford business, Community Media Medford, by lifting my name to call the station Medford Community Media; my company that put in the ONLY proposal for the access station under the time limits designated by McGlynn (my proposal has never been properly addressed by the city, which I can bring to a court of law; my proposal called for the issuing authority to be another entity, the city council possibly, rather than the mayor...etc.etc)
How coincidental to rearrange the name of a business in Medford that put in the only proposal, with a business owner that started in access TV in 1979 (Krissy Fraser soundbite "You told me that." Yes, Krissy, and I will continue to tell you.) A business owner who has met directors Alfred Hitchcock, Robert Zemeckis, Jodi Foster and others, has conducted over 1,000 interviews, and who is an award-winning film producer, access producer, radio host (three separate awards.)
g)Mr. Brown's bad attitude with residents of this city
h)Mr. Brown not knowing a damn thing about the city of Medford
i)his most glaring problem: Mr. Brown's absolute failure to do outreach
j)Mr. Brown's closed October 15 "grand opening" which was a party for government officials flipping the bird to the public funding the entity called a "public access station"
k)Mr. Brown admitting access to Arthur Deluca, Steve Bertorelli without demanding a conclusion to the TV3 investigation; two of the major problems at Medford Community Cablevision, Inc., especially since the AG's office says that "law enforcement" is investigating MCC, with Deluca still on the frozen board of directors
Some people do NOT want to be in the presence of Deluca and Bertorelli because of their hateful attitude at the old TV3. What a horrible message. Let them mail their shows in, but the old TV3 was a viper's nest and allowing the presence of the bad element in to the new station sends a clear message to Medford citizens, that nothing has changed except that Stephanie has hijacked the money and has already violated the Open Meeting Law with her Chapter 74 board, as the Chair of the School Committee. Shame on her. One strike is bad enough, but Belson and Muccini-Burke intentionally hid the Chapter 74 board away from the eyes of the public and it was this citizen, Joe Viglione, who had to inform the school committee and the city council what Muccini-Burke was down to with her dirty tactics.
Ben Brown is a disgrace to public access TV and, of course, since he has the endorsement of Mark Rumley and Stephanie Burke, it is about having a Scarecrow with a capital S there to keep the public out.
By the way, the Cable Advisory Committee with Jay Campbell on it is like having McGlynn's tribunal with Allison Goldsberry, Fred Laskey and Chip Hines on it, people who do not know access TV but think that they do. Incredible how the city of Medford works. Mr. Campbell's qualifications in access TV - where are they?
Dawn Natalia was hired at MCC TV after having "produced" one show for her husband at Worcester TV. Think about it. This kind of nonsense must end.
BACK TO MARK RUMLEY'S EGREGIOUS SHORTCOMINGS
Mr. Rumley's duplicitous nature - telling Judge Jackson Thompson he's a proponent of free speech, when his actions - appointing himself to investigate the board that he sat on (watch him blame McGlynn,) allegedly bill collecting previously on Thursdays in Somerville Court when the city pays him so handsomely, these unsettling and quite disturbing actions by the city lawyer who took an oath of office designate Rumley as the Chief of Censorship in Medford. It is disgusting and is being noted prior to the first meeting. Rumley must recuse himself. Just because Solicitor Rumley is comfortable with his conflicts of interest is no reason for us to stand for it. Isn't it a violation of his oath of office?
City Solicitor Mark E. Rumley / Medford Daily Mercury on or about Nov. 16, 2008 (quoted from the 2nd Judge Jackson-Thompson hearing) saying:
“The one sentiment that I have heard that I take great exception to is that the city is trying to limit speech,” said Rumley. “The notion the city would censor or squelch free speech is baseless and as city solicitor I would find any such effort repugnant.”
Cable rate payers find Rumley's obstacles to free speech Repugnant with a capital "R"
Just Google "Rumley Repugnant" to find his lie to a retired judge. Too bad he wasn't under oath and too bad that Judge Jackson-Thompson had retired.

Welcome to the real world of access TV.
Let's make some positive changes...starting with the removal of Mrs. Burke,
