Dear Keeper of the Records and/or Holly Sargent:
Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records that show:
1)The document/written appointment process and/or policies and procedures utilized to appoint and/or hire and/or designate the individuals who are currently on the board of the Medford Public Library Foundation.
I am specifically interested in the appointment process that led to the unreliable Richard F. Caraviello being added to the Foundation's Board of Directors. Unreliable as Caraviello was caught on camera leaving a city council meeting. The paid councilor skipped out on an important vote on a "pay to park" video, claimed to the videographer that he had to work (moonlight) for his RC Limo company ...while taxpayers were paying him to be AT the council! Whether or not he was actually moonlighting there is evidence that Caraviello did NOT do the job that he was paid to do. (in a court of law, under oath, he claimed he wasn't! so either Caraviello took the money from taxpayers as a councilor and went home early without doing his job OR he allegedly committed perjury in a court of law implying that he lied to the videographer!)
Evidence of unreliability! So Caraviello is on this library foundation board after being caught by a journalist doing that? Really?
As this writer IS the videographer who went to Deval Patrick, then Governor, with a complaint of alleged nepotism when Mayor McGlynn's uncle said, on camera, that he was the Governor's choice (appointee) to be on the Medford Housing Authority board, we see few checks and balances in Medford. My complaint to the Governor ended up in the removal of McGlynn's uncle, despite Mark Rumley jumping up to object to my question - asked AT the Medford Housing Authority board meeting - thinking he was in a court of law. Rumley himself called Medford Housing "a separate body politic" so why let Rumley's lying lips conflict with his unethical actions committed in the public eye? My "YOU! - SIT DOWN" to Rumley resulted in silencing the ex city lawyer who runs his not-very-elegant mouth off like Donald Trump on steroids...but I digress. The point is the Honorable Governor Patrick removed McGlynn's uncle because the perseverance and hard work of one man can fight city hall and can obtain good results and win.
The goal here is to clean up Medford and expose despicable behavior. The public has a right to know why such an unseemly character as Caraviello is on this board and how the board makes such decisions - and commits such an obscene and obvious blunder! of this magnitude. If you intend to keep Caraviello, why not add convicted felon Paul Ruseau from the Medford School Committee? Open the floodgates to rude and obnoxious people.
Seriously, if Malden Access TV wants to have a board member recently arrested for running on the tarmac at Logan Airport (???) or have a stalker in the studio when she was under court order (1 year and an additional 3 years for displaying too much "animosty" in court, as the judge phrased it,) and have an Executive Director who intentionally, maliciously and ADMITTEDLY committed third party harassment and allegedly violated the restraining order on his member enabling the creepy behavior - well, that's their problem. Two wrongs don't make a right Why should the Library Foundation act as unethically as MATV Malden chooses to? Or the Medford School Committee with a convicted felon, Paul Ruseau, as its vice chair? Or Medford Hillside Little League and its sad story, or Medford Housing Authority with a sex offender having keys to every apartment! Wonder which company had hired the sex offender previous to Medford Housing Authority and since that could be a rhetorical question, well, you do the simple math. I beg of you: DO THE SIMPLE MATH!! Why do I have to do all the heavy lifting.
A good idea is to have questions like that ON the application to be on the board of the directors of the foundation, don't you think?
Disgraced Medford City Councilor who lied to the Medford Police Department, Richard Caraviello, is on your board of directors after he lost in criminal court on or about January 31, 2017.
Mr. Caraviello, I believe, is a pathological liar, untrustworthy, and a danger to the citizens of Medford. Caraviello pressed false charges on a man who was assaulted by former city clerk Edward P. Finn on or about June 16, 2015. Angry Caraviello didn't like the factual way that the disgraced city councilor appeared in the local press. But the First Amendment and the sunlight that it provides most likely installed Breanna Lungo-Koehn as mayor with her thin 652 vote margin of victory. That's why this public records request is so vital to the health of the city of Medford.
I also believe that Caraviello allegedly lied to judge and jury as he was asked - under oath - if he ever "moonlighted" on the Medford City Council. When the council was voting on this journalist's video of Mayor McGlynn in Room 207 for a "pay to park" hearing, Caraviello failed to vote as he is paid to do, got up and left Alden Chambers, walking up to me and telling me that he had to pick up a client for RC Limos. One thing is for certain, that transcript of the City Council shows Caraviello getting up and leaving the council before a critical vote.
After Caraviello lost in criminal court he and a colleague, who strangely has the same last name as one of your board members, were stalking the victim for months after the verdict, Caraviello blasting his limousine horn when the fellow was doing laundry on Salem Street, yelling in the guy's car window on Central Street when the guy was abiding by the law and stopping for a red light (an overweight buffoon yelling in your open passenger window is as juvenile as it is pathetic,) jaywalking near the fellow's home (want to see the photo? Is that 1$ fine for jaywalking retroactive?) ...so if a board member upsets Caraviello they can look forward to the reprobate following them around town and making a nuisance of himself.
Caraviello also elicited laughter in the courtroom when he was asked if he was one of the "Biggest S.O.B.'s in Medford." Caraviello stated "I'm on the list." A self-admitted "S.O.B." on the board of the Medford Public Library Foundation is as despicable as Ed Finn, disgraced ex city clerk, snubbing a subpoena for criminal court. Guilt of Finn was established when Detective Paul Mackowski filed false charges on the victim as you cannot have a witness without a crime. So the ethically-challenged Medford police - the most Brady-infested department of its type in all of Middlesex County - violated the public trust, disgraced themselves and dishonored the badge when:
a)they failed to adequately press charges on Edward P. Finn, though acknowledging his guilt by pressing charges of "Witness Intimidation" on the victim
b)When they violated the public trust by pressing false charges on a victim of an alleged hate crime.
The public has a right to know the process the foundation has when an uscrupulous, dishonest individual like Rick Caraviello, is on a board for something as sacred in the community as a library. He cannot even stay at a council meeting to vote when taxpayers fund his absence, why should he be on a library foundation when he can skip out at any time without notice?
If there are any fees for searching or copying these records, please inform me if the cost will exceed $1.00. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how this new Foundation operates. This information is not being sought for commercial purposes AND the very popular media outlet which intends to publish the public information has, as of 12:34 pm 8-21-2020, 1,677,480 page views, 322,520 page visits shy of two million hits! The wide readership is very interested in Mr. Caraviello's escapades and any entity that takes such an untrustworthy individual on.
The Massachusetts Public Records Act requires a response to this request within 10 days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
