RE: Election Rules
Dear Secretary of State's Office:
Enclosed is a police report of 11/1/21 - 11/2/21, Election day,
where Medford City Councilor Isaac Bruce Bears II (alias "Zac Bears")
admitted to Medford Police Officer Carbone that he was out at midnight:
a)Solicitng voters
b)Allegedly distubring the peace, at midnight, as a complainant
called the police regarding Councilor Bears and allegedly two accomplices
putting literature on doors.
The complaintant noted that Bears and his crew awoke the dogs
...according to Officer Carbone's report the complainant stated "the
person was walking around in the dark and had woken his dogs
which were now howling in the background>"
Is there a law where such alleged stalking activities to obtain votes at midnight
and alleged disturbing are prohibited?
c)Shouldn't people posting political signs in the dead of night have CORI
checks and badges as to not frighten the public?
Note that Bears states to the officer that he was "Politically Canvassing" and
that he did not have to check in with the Medford Police.
What about the rights of citizens to not have strangers on their doorstep who
could, potentially, steal things or take U.S. mail from the porches?
We do NOT know if Mr. Bears' accomplices have criminal records, nor if Bears
has a criminal record like his colleague, convicted felon Paul Ruseau (nee Comeau Jr.)
who is on the school committee and was previously incarcerated.
Officer Carbone asked Mr. Bears about the officer talking to "the individual
from the Red Subaru that was originally described over dispatch" and
Bears appears to have snubbed the police officer stating only that he
would "see what he could do."
The officer notes in his report "...it did not seem reasonable at
this time to be conducting this "canvassing."
How do we not know if Mr. Bears was up to something more
nefarious in the dark of night?
Please advise as to what the rules are regarding roaming around
in the middle of the night to put political literature on private individuals'
homes and property
