Mayor Lungo Koehn Asking Me for Cash After Public Access Fiasco with Duck Boat Driver? Sheesh What "The Work Ahead" ?

  Effective vs Ineffective

At this time we are not endorsing anyone for Medford Mayor.

But "here's the deal," to quote Joe Biden. Lungo Koehn's fumbling and stumbling as Mayor for 3 1/2 years has one thing going for her. She's not Mike McGlynn, She's not Stephanie Muccini-Burke and she's not that charlatan Richard F. Caraviello.

Other than that, her embarrassing failures with hideous ex Chief of Staff Dave "can't keep a job" Rodrigues, Neil "I need some extra cash though I violated the open meeting law" Osborne and others shows a lack of integrity, displays nothing any sane person would call "community" with her unknown insiders and KP Law wreaking havoc on the citizenry...the taxpayers - a clear bit of evidence that Lungo-Koehn is INCAPABLE of any sort of unity.   It is just plain mortifying.

Breanna has pissed so many supporters off it is frightening. She vanquished John Falco, ho hum, and Mike McGlynn in the process. But what a waste of resources, and how sad that Breanna took advantage of those of us who supported her and got her into office. Joseph,

I am proud to call Medford my home and it has been an honor to serve my community as Mayor over the last three and a half years.

Together, we tackled some tough issues from safely reopening our city and schools and supporting our small businesses after the early days of the pandemic  to developing Medford’s first comprehensive multi-year Capital Improvement Plan and launching a community-driven Comprehensive Plan process to create a 30 year vision for our future.

We also secured some big wins for our community:

Supported renovations and expansions of units at our Housing Authority Facilities by allocating hundreds of thousands in grant funding and ARPA funds to offset costs. Finalized a Housing Production Plan and encouraged developers to craft proposals that prioritized affordable housing options..
Put plans in motion to redevelop three municipal lots to revitalize Medford Square and the revitalization of Clippership Park and the Mystic River waterfront.
Laid the groundwork for development projects in Medford like the billion dollar life science park proposal on Mystic Ave and the once in a lifetime opportunity to develop on the air rights over the WellingtonT parking lots.
Authorized hundreds of community projects in our parks and playgrounds to remove 250 tree stumps from our sidewalks and repair over 94 streets this year as part of a bigger sidewalk and pavement assessment to outline a strategy to tackle the backlog of projects.

While we’ve made tremendous progress transforming our City into a more vibrant, accessible and inclusive community, our work is not done.

That is why I am announcing my run for re-election.

You’ve always had my back, and I’ve always had yours.  I look forward to continuing our work together to make Medford a better place. You can join our team by making a donation to support or by signing up to volunteer.

Best,

Breanna Lungo-Koehn

Somerville Tax Preparer Arrested for False Tax Returns Scheme According to the indictment, from at least 2012 through 2016, Isidor operated under the name Tax and Realty Pro – a Malden tax preparation business – to file more than 1,200 tax returns in the names of clients, charging from $100 to $500 per return.

Somerville Tax Preparer Arrested for False Tax Returns Scheme

 https://www.justice.gov/usao-ma/pr/somerville-tax-preparer-arrested-false-tax-returns-scheme

BOSTON – A Somerville tax preparer has been arrested for allegedly preparing false tax returns in the names of taxpayers.

Yves Isidor, 67, was indicted by a federal grand jury on five counts of aiding and assisting in the filing of false federal tax returns. Isidor was arrested on April 14, 2023 and, following an initial appearance in federal court in Boston, was released on conditions and an unsecured bond.

According to the indictment, from at least 2012 through 2016, Isidor operated under the name Tax and Realty Pro – a Malden tax preparation business – to file more than 1,200 tax returns in the names of clients, charging from $100 to $500 per return. He allegedly added false information to returns to claim deductions for fictitious medical and dental expenses, personal property taxes, gifts to charities, general sales taxes and unreimbursed employee business expenses. As a result, the indictment alleges that some taxpayers paid lower taxes than they owed and, in most cases, received tax refunds to which the taxpayers were not entitled, leading to hundreds of thousands of dollars in losses to the IRS.

The charges of aiding and assisting in the filing of false federal tax returns each provide for a sentence of up to three years in prison, one year of supervised release, a fine of $250,000 and restitution. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

United States Attorney Rachael S. Rollins and Joleen D. Simpson, Special Agent in Charge of the Internal Revenue Service’s Criminal Investigation in Boston made the announcement today. Assistant U.S. Attorney Victor A. Wild of Rollins’ Securities, Financial & Cyber Fraud Unit is prosecuting the case.

The details contained in the indictment are allegations. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Dear Neighbors,

Thanks to all who have responded about questions in the first two newsletters about tax cuts: Vox Populi and Cui Bono?.   I'll report on some of your responses, including ones about today's newsletter, soon.  This time, I suggest:

Caveat Emptor!

One of the main reasons given for cutting taxes is that we have a surplus.  See, for example, the way Priorities for Progress framed its polling question:

Do we have a surplus?

I can't give a better answer than MassBudget in "When a Surplus is not Extra:

A surplus means revenues were higher than predicted.  If estimates in January are pessimistic, and returns are greater than expected - usually because people are more prosperous than projected - there is a "surplus."  It doesn't mean we've funded all the things people want.  Every day we receive requests from constituents and organizations for added funding for housing, health care, mental health...  House members filed 1500 amendments, mostly increasing spending in areas their constituents consider important.

We had more money last year, when House and Senate both approved about $500 million in tax cuts.  Those cuts were never finalized, after the discovery of the 1986 law, 62F.  That law required sending refunds of $3 billion to taxpayers.  So now we have $3 billion less available.

The big problem: Tax expenditures are immortal

Tax cuts credits and similar reductions in revenue are also called tax expenditures, because they commit state resources and you can't spend money twice.

But spending on programs, infrastructure, local aid, etc. have to be voted on every year, so every year we can - in most cases - increase or cut them.

However, tax expenditures and tax reductions are mostly immortal.  Once approved, they continue forever unless we take the initiative to end them.

When we hit tough times, like a recession, the need for funds for food and housing assistance goes up.  But revenue drops.  (Graph from MassBudget)

With inadequate revenue to maintain programs at their previous level, we're much more likely to cut spending (or increase it less than inflation) than to raise taxes.  For example, adjusted for inflation, local aid has never recovered from cuts made in the recession of 2001.

Is a recession possible or even likely?

Massive federal aid to individuals, the state, municipalities and businesses helped us survive the pandemic.   But now, many people, including the Federal Reserve, expect a mild recession later this year.  (Graph from National Bureau of Economic Research.).  In any case, it's unlikely we'll never have another.

Federal funds are running out and drying up

Aaron Michlewitz, chair of the House Committee on Ways and Means, commented on the revenue estimate this year:
"Throughout these unprecedented times, the commonwealth has seen historic highs in terms of our revenue numbers. One of the main drivers of this has been the unprecedented amount of assistance the federal government has given,” Michlewitz said. “Unfortunately, this level of support is not permanent and, going forward, we must keep that in mind as we plan for the future of the commonwealth.”  [italics added]

As always, I really appreciate your comments!  (Even though this newsletter is not as short as some of you recommended.)

Don Lemon fired at CNN same day as Tucker Carlson, like Farrah Fawcett dying same day as Michael Jackson, the bigger names overshadow these events

Don Lemon on CNN fired today too after Tucker Carlson, that's like Farrah Fawcett and Sky Saxon of the Seeds dying the same day as Michael Jackson, the bigger figure overshadows the lesser starts, even one as huge as Farrah, Jackson being so much bigger: Just look at the GOP filth that they were forced to remove: Carlson became Fox’s most popular personality after replacing Bill O’Reilly, who was fired in 2016 after settling a sexual harassment investigation. He’s also consistently drawn headlines for controversial coverage, most recently airing tapes from the Jan. 6 Capitol insurrection to minimize the impact of the deadly attack. Among the network's election deniers, Lou Dobbs exited in February 2021, when his Fox Business show was abruptly canceled shortly after the insurrection. Contributor Dan Bongino was dropped late last week (he blamed failure to agree on a new contract). Jeanine Pirro and Maria Bartiromo. among the staunchest defenders of former President Donald Trump, who echoed his claims the 2020 election was rigged, remain at the network for now.

Wrong." (Carlson's future plans are unknown.) " Actually, Tucker is diminished, Charlie, by the Dominion lawsuit and the firing. HA HA

Phucker Carlson Let Go by Faux News....ha ha ha, about time....

“FOX News Media and Tucker Carlson have agreed to part ways,” the company said in a statement on Monday. “We thank him for his service to the network as a host and prior to that as a contributor.”

There will be no sendoff for Carlson, as his last program aired on Friday. Carlson had signed off on Friday stating he would be back on Monday.

The company wouldn’t comment beyond the release, and whether Carlson was being taken off air in response to the Dominion defamation case.

Real Job Openings in the City of Medford....they cannot seem to fill them. Apply Now....not a joke, not a parody, I'm serious

Breanna has plenty of job openings. Someone should apply for "Parking Control Specialist!" HA HA ...y'know I should apply for "Pro se" City Solicitor, what the heck, the job's been empty since Kim Scanlon fled ....

Even though I don't have a license to practice law if I make it all about me, Pro se, as oneself, I'd be no different from the previous solicitor under McGlynn who was all about himself, right? Breanna , I was a paralegal a couple of times or so, and know my way around a courtroom. I mean, logically speaking, who would you rather represent you in a slugfest in court? Breanna or me? Your Honor, I rest my case!

What does it mean to go pro se?
Pro se actually means “for himself,” and in legal terms it means a person represents himself/herself in court when either filing an action or responding to an action without the assistance of an attorney. Pro se litigants are held to the same standard as attorneys. Mediation And Your Case.

Where is Neil Osborne, Esq? "Vacant" Director of Human Resources. Where oh where is Neil Osborne? Frances N. Nwajei is Director of Diversity.....

"Vacant" Director of Human Resources. Neil, the official "frog marcher" who sent others to the unemployment line, appears to have been "frog-marched" himself by Breanna herself. Hmmmmm.....Inquiring minds do want to know....no announcement? https://www.medfordma.org/departments/human-resources file under: the vanishing man...

Is Neil Osborne officially OUT at Medford City Hall? https://patch.com/massachusetts/medford/debate-continues-over-human-resources-pay-medford Osborne has been getting paid $113,724, which is in the range of compensation for the human resources director in many neighboring towns, but has been performing two jobs. He is currently in a pay classification level of CAF 19, one of the higher compensation ranges in the city. Councilor George Scarpelli took issue with Osborne's pay remaining the same, and paying another person equally, despite the duties being separated.

Neil's Linked In has him leaving Human Resources in March of 2023, but his Linked In also hasn't changed, like that Ab Ba guy who kept it on his resume' on Linked In after he was allegedly frog-marched out. https://www.linkedin.com/in/attyneilosborne/ Fair use copyright of Linked In. News worthy. So Neil - obviously - changed the timeline, but his headline still says he is employed in Medford....hmmm.....
