Sacco makes excuses sitting in crumbling police station

The condemned police station is a metaphor for the way Sacco's gang conducts business.

Chief Leo Sacco told 5 Investigates, "He's doing nothing that's illegal, he's doing what's allowed by contract and he's doing what's authorized by the chief."

Doherty is the highest-paid city employee in Medford making $211,485 last year. That's more than the police chief who earns $168,673.25 and even the mayor who earns $151,290.60.

Tom Nolan, an associate professor of criminology at Merrimack College, said to be effective in a critical role like Doherty's, you must be present.

"It would be extraordinarily difficult to manage say the scene of some kind of major emergency if you're not physically present there to do so," he said. "If you're miles away in another city, I don't see how you could effectively accomplish that."

Nolan said. "If you're 20 to 30 miles away and you can't respond, you can't do your job."
Doherty said he's not looking to bilk the city and he's using the time he earned. He said some medical issues have forced him to use the time.
