Rumley, City Solicitor for the City of Medford, recounts the news
coverage when Medford voters decided in 1986 to change the city's form
of government from Plan E (city manager, strong council, weak mayor) to
Plan E (strong mayor, weak council, no city manager). Solicitor Rumley
