The $108,000.00 question is how this is happening in our school system under the auspices of Roy E. Belson and Stephanie Muccini-Burke. The length of the violations, as noted in the findings from the AG's office, really tells the story.
Had I not attended the film screening in June the City Council and School Committee would still be clueless about the Chapter 74 board the mayor and the superintendent failed to tell them about.
Do we really want such deceptions?
There's no way Ben Brown wrote the
agreement, so I believe that he lied to me.
Look at his comment at the city council Sept. 19, 2017 when he couldn't answer a very simple question:
"I Can't Answer It, I would have to back to the city and ask" Ben Brown 9-19-17 at the Medford City Council
Shame on you, Ben Brown.

In consultation with the Superintendent I have been advised of the following:
The Media Advisory Committee to which you refer is a Chapter 74 Advisory Committee for Vocational Education. It is not the Cable Advisory Committee/Board for Public Access. The Public Access Advisory Board has yet to be appointed and established. The purpose of the Chapter 74 Advisory Board is to inform the Educational Program of the Public Schools. These Advisory Committees draw from a wide range of expertise found both within the city and beyond. The posting of the meeting for the Chapter 74 Advisory Committee is found on the Vocational School Calendar which may be found by going to the website of the Medford Public School. The Superintendent has advised me in the future this Advisory Committee will be more prominently posted throughout the city to ensure that all interested parties have an opportunity to observe and participate.

APPEAL PART 2 - Follow-up FOIA/Public Records Request on Radio / TV Advisory Committee
Dear Ms. Palmer:
What you wrote me in response was an essay. Where are the documents? I'll make it simple for you and now request three sets of documents:
Document Requests
1)Where are the documents proving this alleged committee is actually for the Vocational and not for the Public side of access. Point of fact: there is no "Vocational" part of P/E/G, there is "Educational."
Some in the public seem to think the muddy waters are because public monies are going to the vocational school. How is the Educational and Governmental money being used, and why do we put sixty percent into the murky "General Fund?"
2)Where are the calendar postings of this committee?
3)Where are the documents telling the public and candidates for elected office when they will have an access TV station?
---You gave me no documents proving that the Radio / TV Advisory Committee is now, as noted in your response: "The Media Advisory Committee to which you refer is a Chapter 74 Advisory Committee for Vocational Education"
That's three names now for one board or commission.
---Cable TV subscribers - and even the city council and school committee - have been kept in the dark on the progress of the access station. It is not comforting to see that the school has become the priority with access TV when Governmental, Educational and Public are supposed to be separate entities in P/E/G - not blended together but operating separately with separate budgets, even if it is the city or the Public Access station providing all three.
Roy Belson and Mayor Burke are not being forthright with the cable TV subscribers paying the freight.
In Medford we have seen favoritism - three teachers being paid with access monies (Lisa Dunphy, Jack Dempsey, Allison Goldsberry,) no access TV for years and years even though, with today's technology we could have had a van and two cameras to provide the residents their First Amendment right that they pay for.
--You claim that information is listed on the Vocational calendar?
a)I do not believe that satisfies the postings required by the Open Meeting Law
b)I have made the effort to visit Mr. Belson (Nov. 2016,) research the city and school websites, and there has been nothing that I could find on Lauren DiLorenzo's official school blog or Allison Goldsberry's unofficial school publication, the former Inside Medford now Medford Top 10
So it is a secret board that I stumbled on to on June 14th and now - 2 records requests later, it has a new name and a new function when Mayor Burke is touting it as public access.
Something is definitely wrong. You should have SUPPLIED me the calendar documents in response to my public records request, Ms. Palmer. You are deficient and do not seem to have the qualifications to even be a public records officer.
You sent me an essay, not the documents to back up the unpopular Mr. Belson and his claims (see the 2 petitions from parents against Belson to verify his unpopularity,. Thank you.)
You failed to provide documents.
