Maiocco said he was also surprised to learn that since May 5, 2005, TV3 has received more than $800,000 in funds and equipment thanks to Comcast ratepayers, who fork over a few bucks each month to the cable provider in franchise fees that go directly to TV3 and the public, education and government (PEG) channels in the city.

“The ratepayers assume things down there are being run properly, but it’s closed to outsiders,” Maiocco said. “Ratepayers assume things are on the up and up, but the solicitor’s report raises questions.”

Maiocco said after hearing rumblings for the past few years about TV3, he’s happy to see an independent auditor finally being called in.

Councilor Michael Marks, who along with Councilor Paul Camuso recently put off an appearance by Rumley at the council to explain his report, agreed with Pilleri, saying that the city should just go ahead and audit the entire system.
“I’d like to see what’s being spent at Channel 3,” Marks said. “But, I’d also equally like to see what we’re spending at Channel 15 and I hope that takes place.”

 pure fraud: ARTHUR DELUCA ADMITS TO FAILING THE CABLE TV SUBSCRIBERS - THE job of a member of the board of directors, contractually, is to facilitate programming.

Deluca put a request in to be on the Cable TV  Commission, which doesn't exist.  The Commission can make a proposal to not use the monies for access (and be denied that request), but for a member of the board of directors to say that publicly is allegedly pure fraud.  It is not  in the best interests of the cable subscribers, and Deluca knows it.  Deluca sits on a board found by elected officials and a retired judge, as well as their own ex board members to be running a PRIVATE CLUB in violation of the agreement with the city



Community access
DeLuca, who currently sits on the embattled community access station TV3’s Board of Directors, said if he is elected mayor, he will eliminate funding for public, education and governmental (PEG) access stations and instead steer those dollars to the city’s general budget.
“I would want to do away with PEG channels so the money can come to the city,” said DeLuca. “You could still use that money to fund education at the high school — teach them how to put video on the Internet. We’d be freeing up the money to do other things with it.”
