Hello Public Records,

I would like to appeal the response from Medford City Hall received August 23, 2021
(attached, Exhibit 1), specifically the question that asks for information on the document that
is the Excise Tax of the city's diversity director. 

The current title, I believe, for
Mr. Neil Osborne is now "Chief People Officer"- or that is what Mr. Osborne claims
on his Linked In (Exhibit 2) though the city website says differently:

When I asked for something as simple as an Excise Tax receipt
 document, Solicitor Scanlon sent me a strange link:

 https://epay.cityhallsystems.com/selection

Since one needs a BILLING # to access the excise tax, I found this to be a "wild goose chase," and out of character for the usually reliable Attorney Scanlon.

Respectfully I say, City Hall doesn't seem to want part with the actual records, or maybe they do not exist.

See exhibit 3 (attached)  "After a comprehensive search..."  I'm asked to go fetch the broom of the wicked witch.   

I say that respectfully and somewhat perturbed that city hall is sending those requesting documents (during an election cycle)
to get - to fetch - the documents on their own.  They either exist or they
do not exist.

Very simple document request: Does Mr. Osborne have an excise tax bill from the
city of Medford and may I have the document?   Yes or no. 

Has he paid it in Medford?   May I have the document proving that. Yes or no.

City Hall refused to answer the question and answered it with  a "go find it yourself. Good luck getting Mr. Osborne's billing
number."

I am shocked and dismayed at Attorney Scanlon's response.

It seems to have been written by someone else.  

As stated, very out of character for her.
