Dear Custodian of Records, Lt Casey,  Atty Scanlon, and Madame Mayor:

Today, June 24, 2020, this message was in an essay from the mayor which was received by some residents:
________________________________
"A major goal of my administration is to be as transparent as possible in all that we do within city government" Mayor Breanna Lungo-Koehn stated in her June 24, 2020 missive:  Re-envisioning the Vision Committee"
___________________________________________

I submit that Mayor Breanna Lungo-Koehn  has failed to be transparent when it comes to public access television and the Brady list of police officers in Medford, MA

On October 1, 2019 candidate and city Councilor Lungo-Koehn made a point of telling chief Buckley at the council that her constituents feared the police. Thanks to my hard work and honest efforts we see that there are more than the 27 officers listed in the L'Italien report.

DA Marian Ryan's list contained approximately 32 officers from the city.

That is the largest amount of untrustworthy police officers in all of Middlesex County.

My readers are outraged and feel that this administration is like untrustworthy previous administrations when it comes to transparency.

By the way, I editorialize in all my public records requests to get information on public record.

I may  - in the future, file a public records request to ensure that my documents are still on file for future generations to read and perhaps further investigate.

I am saddened that internal affairs officer Barry Clemente, in my opinion, fails to properly investigate threats against my person and the November 8 [2019]incident at my home where part of a cinderblock came through my bedroom window after threats received on my phone regarding my imminent publication of the Cradock bridge Brady list.

I mean no disrespect to any employee of the Medford Police Department, however with the incessant harassment I have faced by the department after I was viciously assaulted by ex city clerk Edward P Finn, the disrespect to my face by former chief Leo A. Sacco Junior and the disrespect from ex solicitor Rumley - especially the false charges, the stress, the cost financially, the defamation of character, and Finn's failure to show up under subpoena in criminal court, the right is reserved to parody these jokers for the benefit of the public.

A free press is essential to clean up the wrongful conduct of the city of Medford and its police dept.

The current mayor's failure to live up to her promises of integrity and transparency are blinding to the 66-year-old respected music journalist,  By my count, this is day number 171 of the mayor's administration.

Her failure to address the Brady list is discouraging to many people in Medford, especially when she gets behind police protests, but doesn't do a damn thing to correct the bad situation.

Why do I have to do all the heavy lifting in regards to a chapter 74 board that violated the open meeting law under Mayor Burke and Superintendent Belson, why do I have to do the heavy lifting when the former mayor allegedly  puts an uncle in Gov. Deval Patrick's seat on the board of the Medford Housing Authority?

When I filed a complaint on TV 3, Stephen Lebert either phoned the alleged criminal or was faking that he was phoning the alleged criminal in front of the person filing the police report. Why did it take so long to get rid of Mr. LeBert?  I submit that the mayor must start looking into every officer on the Brady list.

The mayor's failure to investigate – and sadly, we know this is intentional – will result in my investigating every single officer on the Brady list, and more, in public records requests to accurately get the information into the hands of a very hungry public.

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records

1] all complaints filed on officer Robert Furtado [see attached] #46 on Marian Ryan's list

If there are any fees for searching or copying these records, please inform me if the cost will exceed $1.00 However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the effectiveness of our mayor and her administration.

My news organization has a huge readership very interested in this information.  The L'Italien Report is #1 today, seven months after the 11/22/2019 publication date

Breanna Lungo Koehn noted on her Facebook page:  "Part of being transparent is admitting when I need to do better - I apologize for any pain or confusion the initial statement may have caused to anyone. It was not my intent. Bottom line: hate of any kind will not be tolerated. "

The police, by filing false charges of "witness intimidation" admitted that Ed Finn committed a felonious assault on a senior; you cannot have a witness without a crime

That was hate.   Convince us, Madame Mayor, that you did not enable the hate the moment you heard of the false charges filed on a minority senior person.  Instead, you praised the violent thug Finn upon his exit.

Where is my access TV membership I submitted a request for?

The information is not being sought for commercial purposes.

The Massachusetts Public Records Act requires a response to this request within 10 days.  If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Thank you for considering my request.

Sincerely,

Joe Viglione
