Public Records Request Neil Osborne, Acting Director of Human Resources / Diversity Director

 Untrustworthy Attorney Osborne allegedly owns a Jaguar, allegedly is living beyond his means, and allegedly paid himself from city funds. Allegedly.
He didn't think to sell the Jag, did he?  So - allegedly - he just took city funds so he didn't have to supplement his income with "private legal work," and diminish the few alleged hours the public is aware of that he actually (allegedly) does ANY WORK OF SIGNIFICANCE AT ALL FOR HIS ENORMOUS PAYCHECK that just isn't quite enough!


"Neil then stated he was glad that the appeals stipends existed because if they didn't,  he would need to supplement his income with private legal work outside of city employment,"

Re: Massachusetts Public Records Request on  Neil Osborne, Acting Director of Human Resources / Diversity Director

Dear Attorney Scanlon and Office of the City Clerk:

This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of the following records:

1)The document giving permission to Neil Osborne to post his legal title on Linked In 
as Chief People Officer when the city website  notes: Neil Osborne, Acting Director of Human Resources / Diversity Director    http://www.medfordma.org/departments/diversity/
  
  This is like when ex city solicitor was posting his government address on the
 Immaculate Conception church website.  
 
 These individuals, both lawyers, play fast and loose with what is right and moral, and they point the fingers at the residents of Massachusetts who "see it, say it," as ex Chief Sacco instructed us all to do.

2)The document that shows that Neil Osborne pays Medford Excise Tax on his light blue Jaguar.  

3)Is Mr. Osborne's Jaguar registered as being in Medford?  Is there a document from the Registry of Motor Vehicles that Medford has?

4)The document filed in the city clerk's office for a defendant in a complaint (or, more specifically, the accused) to respond to a complainant  while - clearly - being in conflict
 
  I filed a complaint against Richard F. Caraviello, current city council president, and Neil Osborne.  Did Mr. Osborne file in the ethics log in
  the city clerk's office that he was directly responding to a complaint from a member of the public that was complaining about him?  This seems to be
  a massive conflict of interest.  I would like to see the log in the clerk's office where Mr. Osborne was upfront with the public about his conflict.

5)In the Medford Transcript 6/24/21 it noted something about Mr. Osborne being the subject of an ethics investigation by the city of Medford.
  I would like a copy of that document to publish to my readers.

6)All documents displaying how Mr. Osborne paid himself via the stipends and other monies noted in the Transcript article of 6/24/21

   Also in the 6/24/21 article Mr. Osborne is quoted by Michael Durham as saying he couldn't afford to work (owning a Jaguar,) unless he
  wrote money out to himself, allegedly.  Here's the quote: ""Neil then stated he was glad that the appeals stipends existed because if they didn't,
  he would need to supplement his income with private legal work outside of city employment," wrote Durham in a complaint to Rodrigues in October 2020 about the missing funds.

by Nunley Benjamin, "Neil had been paying himself during that block of time."

The documents requested are the ones proving Osborne paid himself "during that block of time."

7)This writer prevailed over Disability chair Rachel Tanenhaus and Diversity Director Osborne with an Open Meeting Law complaint violation.
   All I need is a document that Medford City Hall has this on file; I have the document, of course; this request is to ensure that citizens can
   see the document at Medford City Hall if they need to.

I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request however, this is of GREAT public interest and you know my resume,
published in books, quoted all over the place including but not limited to The New York Times, Boston Globe, etc. etc. etc.  thus I request you waive all fees for the public good, and that I am an
esteemed member of the music press, and have been for decades, despite being discriminated against by Rick Caraviello when it comes to sitting at the journalist table at city hall.  They have
high school journalists  (allegedly) and cub reporters yet they retaliate and discriminate against a journalist who finds the truth about them.  If Caraviello, Osborne, Knight, Rumley et. al had nothing
to hide, they wouldn't be so downright vicious and intentionally malicious.
