The Power of Access TV, and why Medford has no public station

     The Radio / TV Cable Advisory Commission has been in existence about a year now, more or less.  It’s hard to tell as the mixing of educational access with what is supposed to be monies designated for public television has muddied the waters. Which is exactly the intention of a mayor, Stephanie Muccini-Burke, terrified of the First Amendment and freedom of the press.

    The Open Meeting Law, according to our state, “requires that most meetings of public bodies be held in public. If you have questions about the Open Meeting Law, you may contact the Division of Open Government at (617) 963-2540 or openmeeting@state.ma.us.”  So why is it that on June 14th, after this journalist uncovered this secret society, the Radio / TV Cable Advisory Commission, Breanna Lungo Koehn and Michael Marks of the City Council and Mea Mustone of the Medford School Committee all told me that they didn’t know of any such “Advisory Commission.”  Councilor Lungo-Koehn immediately requested information at the council, while I utilized the Freedom of Information Act and filed a public records request.

    Let me preface the information received with the fact that I met with three of the commissioners, including former TV3 Vice President Paul Gerety, and they all told me it was a cable TV committee.  We discussed public access, not the educational aspect of it.  This is a very important point.

   Alicia Palmer, the high school’s Public Records Access Officer, wrote this in response to my FOIA request: The Media Advisory Committee to which you refer is a Chapter 74 Advisory Committee for Vocational Education.  It is not the Cable Advisory Committee/Board for Public Access. The Public Access Advisory Board has yet to be appointed and established.”
The Public Records Access Officer did not give me ANY documentation, just an essay, and that is in violation of the public records law which requires documents, not hot air.   Here is what was requested:

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records that contain:
 
1)All evidence of posting open meetings of the Radio / TV Advisory Committee 
 
a)Where at City Hall and in the newspaper(s) these meetings were published for the benefit of the public.
 
b)evidence (a photo will do) that the postings were made public
 
2)All evidence that the Radio / TV Advisory Committee adhered to the open meeting law
 
Instead I received a threat from Superintendent Belson that he was going to file a complaint on me, and this gem which followed from Ms. Palmer:

The posting of the meeting for the Chapter 74 Advisory Committee is found on the Vocational School Calendar which may be found by going to the website of the Medford Public School.  The Superintendent has advised me in the future this Advisory Committee will be more prominently posted throughout the city to ensure that all interested parties have an opportunity to observe and participate.

I cannot find anything posted on the school calendar and do not think that posting on a calendar would satisfy the open meeting law.  The admission that they will post in the future indicates that without my hard work and honest efforts on this, the self-serving mayor and school superintendent would have gotten away with keeping the access TV situation in the dark.
December 7, 2016 the Medford Transcript printed this: “Medford broke ground on a new access TV studio Tuesday, nearly two years after the city announced plans to build the studio at Medford Vocational/Technical High School.    A March 2016 school committee meeting had promises from former Voc/Tech Dr. Heidi Riccio that the access station would open in September of 2016, Mayor Burke corrected her and said October of 2016, a visit to Superintendent Belson had him tell this writer it would be January 2017, and now we are in the middle of an election and there is still no word on the public access TV that city hall has a serious problem with: free speech, freedom of the press, citizens as news gatherers.

As Mayor of Medford I will fulfill the obligations to cable TV subscribers that Muccini-Burke and Michael J. McGlynn intentionally dragged their feet on for their own, private access and to ensure their Medford Media Blackout would stay in place.

A member of the board of directors of MCC allegedly used the horrific "n" word in regards  to a woman they asked - allegedly - to "fetch" the coffee.

Then the person that called her the "n" word, allegedly, also allegedly threatened to kill her.


Then you have Matthew Page Lieberman allegedly telling an African American woman to go kill herself with carbon monoxide.

Dear Mayor Burke,

Finally, Mayor Burke, after all the lame attempts at hiring staff, you finally got it right, on the eve of the 19th month of your Administration.  It's about time...but it is too little too late.

I want to commend you on the hiring of Neil Osborne to run the diversity department.  Mr. Osborne has ALWAYS been cordial to me and to others, and we need a person with an open mind to lead the department.  As Mayor I intend to keep Mr. Osborne on board and find a new staff that features qualifications over favoritism.

As proof of Mr. Osborne's independence there is his comment on a petition regarding Roy Belson's contract, which was supposed to expire tomorrow, June 30, 2017:

Mr. Belson, a public figure, does not like investigations.  He has called me  "Piglione" - in writing, he now wants to comply with the Open Meeting Law in regards to the Radio / TV Cable Advisory Commission only after my filing of public records requests and an allegation of a violation (or violations, plural) of the Open Meeting Law, has had no security at the building when this writer showed up on June 14, 2017 - twice - anyone could waltz in to the building and waltz out, no security whatsoever February 10, 2016 as you can see on this mini-documentary that I taped https://www.youtube.com/watch?v=2Arl4qS_f7A

Then there's Belson's comment  "Joe thinks I hide sexual predators at the school" (parphrased) when he introduced Krissy Fraser...

Now let's look at what the public thinks of Roy E Belson - a public that Mrs. Van der Kloot obviously couldn't twist the arms of to try to bully them into changing their tune on indefensible Belson and his policies

Belson has not been forthright with the residents, even when sent public records requests. Roy Belson bobs and weaves with the help of his associates, but doesn't give the city what it pays for. P.O. Box for signature.

I believe that we need to be proactive in making sure we have a qualified candidate in place when Mr. Belson leaves or is asked to leave. I have had 3 children in the Medford school system and while we have been pleased overall with the education that our children receive, Mr. Belsons' actions and in some cases lack of, have not sat well with me and my wife. It is time for a change and a positive one. Medford has so much going for it and making this smart and proactive change will continue to strengthen our community.

Petitions and Roy E. Belson

Below is a copy of the 2013 budget. We have asked for replacements of our textbooks from 1994, some of which have mold on them. We were refused. We have asked for an additional teacher to reduce the overall burden and previously we have been refused. We sincerely hope that the answers to these requests and others can change, and this coming year can be a year of positive change for the Foreign Language department, a year where students and faculty alike can approach their classes with pride!

As you can see from the attached budget, in the past we were allotted 1.66%. That number went down even further this year, stretching our resources even tighter. Many other departments had an inverse experience, in that their budgets were increased, and they are already more than twice our budget to begin with. Though we understand that every department has a wish list, it is hard for us in the Foreign Language Department to understand how our needs are not being given priority under the circumstances, considering that they are comparatively so great. In speaking to many faculty in a variety of departments, it is clear that there is a lot of sympathy for the struggles of the foreign language department across the board, and most, if not all faculty would be extremely understanding of a shift within the budget to benefit Foreign Language.

Foreign language is a core academic subject as defined by both the Department of Education and The Medford Teacher Association Contract. What we are asking is that it be treated similarly to other core subjects when curriculum needs are considered. Please help us to do our jobs well and improve our working conditions so that we can create programs and learning environments where students are given the absolute best. We know that you want to help students as much as we do. Below is a list of items that we feel would best help the Foreign Language Department get back on track. We hope you will consider meeting all of these very reasonable and equitable requests, in the name of helping the students--the student body that matters so much to each and every one of us.

Medford school officials turn ‘defensive’ over parent petition

“I assure you that this will not be a haphazard process,” said School Committee member Paulette Van der Kloot, “And I want to add, over my dead body.” *

Van der Fruit, the "stealth bomber" of Medford purportedly was twisting arms of school committee members to vote unanimously for Roy Pilleri...oops...Roy Belson, but Mea and Erin stood their ground.


Sounds like the phake "slate votes' at TV3 while a community was turning its back on its president, like they turned their collective backs on Belson... same old story, different tired old face, same old nonsense, people in a position of power who do not want to relinquish that position, even though they've done a terrible job.

Belson, a Medford native, is in his 21st year as the district’s superintendent and will be 70 at the end of his contract, which expires June 30, 2017.

As of Monday, 165 people were listed as “supporters” of the online petition. Medford resident Angela Moore, who drafted the petition, said an additional 85 residents signed a hard copy of the petition.
