Enclosed is a 2nd (follow-up, yet separate) OML complaint
1)Mr. Osborne please note the pattern of harassment faced by a DISABLED MINORITY ELDER PERSON, which I have complained to you in the past about by the city council of Medford
2)My voice was intentionally garbled on the audio of the Video on Demand tape of the City Council
3)I want the original meeting minutes of the city council to be restored,. I may be litigating against the city for this reckless action
4)The restored tape must be played twice a day for a month. I am demanding a video I am preparing be aired on all three P/E/G channels

New Complaint
a previous filing on or about May 5, 2021 regarding the molestation of a petition to speak at the city council committed by Clerk Adam Hurtubise, the video of that council meeting was posted on or about May 10, 2021. In the video, which is a public record of minutes of the meeting, someone intentionally destroyed the minutes by making the petitioner, Joe Viglione, look as if he can't speak by abusing the voice on the public record, the audio/video meeting minutes. Again the city council has cheated the voters by failing to give an appropriate snapshot of the meeting. They even incorrectly wrote what I was saying with "night police report" when they all knew I was saying "Knight Police Report." This is a serious, serious violation and they can't get a mere slap on the wrists for this. It is essential that these public figures are held to the highest of standards. This is an election year and they are intentionally hiding alleged vandalism at the Bank of America in a PUBLIC Police Record that they don't want on the public access station or the government channel. They are colluding and conspiring to benefit one of their own. As it benefits them during an election cycle it may also be a complaint for the State Ethics Commission. They might have used the station manager of Medford Community Media as he, Patrick Gordon, has made a caustic remark about me at a public meeting, is jealous, angry and unable to put websites and Twitter together properly. Ultimately, Gordon allegedly posted the video and is responsible for the government channel, so whether Gordon did it or was following orders, he is culpable. The original voice of Joe Viglione, not garbled intentionally, needs to be placed on all copies of the May 4, 2021 city council meeting. I will be meeting with a lawyer for a possible presentment letter to sue the city on this matter.

Executive Session When can a public body meet in executive session? While all meetings of public bodies must be open to the public, certain topics may be discussed in executive, or closed, session. Before going into an executive session, the chair of the public body must first: • Convene in open session; • State the reason for the executive session, stating all subjects that may be revealed without compromising the purpose for which the executive session was called; • State whether the public body will reconvene in open session at the end of the executive session; and • Take a roll call vote of the body to enter executive session. 11 | Page Where a public body member is participating in an executive session remotely, the member must state at the start of the executive session that no other person is present or able to hear the discussion at the remote location. The public body may authorize, by a simple majority vote, the presence and participation of other individuals at the remote participant’s location. While in executive session, the public body must keep accurate records, all votes taken must be recorded by roll call, and the public body may only discuss matters for which the executive session was called.

Dear Solicitor Scanlon and Honorable Mayor Lungo-Koehn
I am filing this Open Meeting Law Complaint on the President of the Medford City Council and the City Clerk.
As I believe they are the individuals one sends the complaint to, and since the complaint is literally on them,
I am sending to the entire city council and to you and the mayor.
1)Mr. Hurtubise putting words in my mouth on the petition would be like Patricia Smith at the Boston Globe making things up (which got her fired)
However, Ms. Smith put her own name on her fiction; Mr. Hurtubise is writing his own fiction and slapping my name on it.
This altered the meeting minutes of the May 4, 2021 city council in a disgusting and vile way. Beyond plagiarism it harmed the voters and the taxpayers
as Knight is a public figure, elected official. Hurtubise palmed Knight off as an ordinary employee, a private person, and that was wrong.
Hurtubise never phoned me in advance of his deception when the petition clearly stated it was not to be edited or altered in any way.
So much for Hurtubise as public servant.
2)Reading the OML complaints, you can't have an executive session for the conduct of a public employee.
Read the complaint as I give the law and the explanation of the law
I am not an attorney, though the mayor speculated when she was councilor that I would make a good one.
I thank the mayor for her compliment. Open the public access airwaves during this election cycle so that
we can all discuss Mr. Knight and other topics. If you want Transparency, Breanna, and a fair election
