I may edit this complaint as my new computer may have gone over 3,000 characters. If so, the edit will be in on Monday.
You
have 14 business days. It is critical because of the "summer
vacation" of a council. Mr. Caraviello kicked the can down the road to
DENY voters/taxpayers critical information regarding Mr. Knight's
alleged wild spree through a bank parking lot.
The
information I received via e mail and U.S. Mail is chilling and no one
would know about this malfeasance by Knight had brave citizens not come
forward. That Knight's children were referenced in the initially tip by
an anonymous e mail (now in the hands of Detective Mackowski, Paul
Covino and the Chief) gives great weight to the allegation - seeing that
there WAS a police report, that there is an investigation or
investigations, and that my hard work and honest efforts obviously got
the Medford Transcript to give space in its news site to this key
story.
At this exact moment in time as I compose this correspondence, 8:40 pm, Medford Information Central garnered 33 views
from 8 pm (the start of a new day,) and these phenomenal numbers

We have already surpassed April's numbers with nine to ten days to go.
1,738 views in the past 24 hours is more than a view a minute (1,440 minutes per day)
The Knight story carries the bulk of the public interest; the new allegation of physical contact by a police captain
against a patrol officer is fueling additional page views.
Mr. Caraviello's conduct is shameful; Hurtubise misbehaving is regrettable. You can imagine the texts, phone calls
and other correspondence that gravitates to me ...lots of new letters in the mail, so much malfeasance, so little time.
As a mother, Breanna Lungo-Koehn should be outraged by the allegations of putting the welfare of children at risk.
That sounds like such a euphemism, let's be very clear: putting the lives of his own children at risk, allegedly.

This
is a serious crime, and it can cause parents to lose their children
because of that slight decision that they made during the time.
For the mayor to be so silent on this is an outrage and voters need to be very aware of that, Breanna.
You, like Mrs. Burke, were excellent members of the city council. Both of you appear to suffer from the
"Peter Principle," rising to the level of your own incompetence. Both of you have been less than stellar mayors,
and that is extremely disappointing as I like you very much as a person. Just an objective report from an
established rock journalist.

developed by Laurence J. Peter, which observes that people in a
hierarchy tend to rise to their "level of incompetence": employees are
promoted based on their success in previous jobs until they reach a
level at which they are no longer competent, as skills in one job do not

Despite
the mayor's failure to act, this reporter is tenacious, persistent and,
as Nell Coakley at the Transcript said "spot on." "They all said you
were crazy," Nell said to me, "then one by one they came in
here
and said Joe Viglione was right." I heard Michael Marks echoed that
sentiment in April of 2018 at the TV station. "Joe Vig was right."
Damn
straight. Mr. Knight and Mr. Caraviello are so arrogant with their low
self-image they think they are impervious to investigation.
The president of the TV station thought the same thing, didn't he? And where is he now?
I
prevailed over Caraviello in court, this dogged reporter is insistent
on this point: Medford will improve when we remove Knight and
Caraviello.
It isn't personal. Buckley, Osborne, Ruseau, Scarpelli et. al are also individuals who stand in the way of the city's progress.
The thing that should bring the point home is that I am serious as a judge.

Open Meeting Law Complaint #3 May 18, 2021
This
intentional violation of the Open Meeting Law, interfering with meeting
minutes and retaliation against a petitioner/journalist, is allegedly
due to collusion between the city clerk, Adam Hurtubise and Council
President Richard F. Caraviello. This investigative reporter broke a
story on the City Council Vice President, Adam Knight, destroying a Bank
of America door and allegedly fleeing at a high rate of speed. That two
small children may have been endangered by their father is a huge
matter of public interest for taxpayers/voters. Adam Knight's
temperamental and uncivil behavior is legend at the city council, but
caught on camera at a bank, as noted in the weekly Transcript May 10,
2021 documents the incident in the mainstream press. Caraviello has no
right to call a paper out of order. See May 4, 2021 OML complaint where
Hurtubise molested the petition and wrote fiction in order for
Caraviello to intentionally claim a paper out of order. Furthermore, I
asked Caraviello to recuse himself for his massive conflict of interest.
Caraviello lied to the MPD about felonious assault by former clerk Ed
Finn. This victim prevailed over Caraviello's lies to the police and
possible perjury in court (regarding a question on the Council
President's admitted "moonlighting" and leaving the council during a
vote.) Unethical Caraviello violated his oath of office, may have
fractured Robert's Rules of Order, and as was viewed on May 11 and May
18th during Patricia Brady Doherty's speeches and others, Caraviello
cannot maintain order. The Council becomes a circus under Caraviello
with rules broken and the body just making it up as they go along. Other
councilors Falco, Marks, Scarpelli, Morell and Bears are equally
responsible for not righting the ship and even praising Knight, while
fully knowing about the dangerous driving by an elected official, and
what the police called "wanton" destruction of bank property. That
alleged witnesses claim Knight's own children were at risk with Knight
allegedly speeding and driving wildly, along with the smashing of a
glass door and fleeing the scene are details voters/taxpayers deserve to
hear about; information of great public interest. Caraviello and
Hurtubise deceived the public, concocted their own petition, Caraviello,
failing to recuse himself after losing in criminal court to the
petitioner, executed his scheme to pull the fictional paper he and
Hurtubise concocted for "90 days," cheating the voters with only 165
days to election day, Nov 2, 2021, Caraviello's unethical action would
give only 75 days for the voters to hear about the council vice
president's malfeasance where it is obvious that Caraviello's despicable
con job would be backed up another 90 days with the city clerk again
defacing the meeting minutes by writing fiction for a petitioner rather
than what the petitioner wrote. The clerk and council president
perpetrating a fraud on a community to benefit the council vice
president accused of fleeing a bank, endangering the lives of his
children and destroying bank property. Caraviello denies 1st Amendment
rights he took an oath to uphold. It is malicious, intentional, it is
vengeful retaliation for Caraviello losing in criminal court.
Caraviello's actions alter meeting minutes, intentionally fail to let
the voters be informed, and benefit Caraviello, Knight and his incumbent
colleagues so fresh eyes have less a chance of being elected. The CORI
check denies candidates for elected office an opportunity to have their
own TV show without being scrutinized by those in power. It's a racket.
The misbehavior is intentional and so pervasive City Hall hopes to sneak
around the OML violations because the malfeasance is how business is
done with this council. The cycle of chilling speech, denying it, and
chilling it again gets more entrenched the more these vulgar elected
officials get away with their misbehavior and failure to live up to
their oath, their sworn duty, and what the taxpayers pay them for and
expect. Knight and Caraviello specifically have belittled and mocked
this petitioner and others. Those in control of the council break the
council rules, disrupt council meetings while petitioners are speaking,
vote for their own pay raises, and set a pattern of censorship that
benefits them and their lust for reelection and the huge paycheck that
comes with it, possibly a violation of the State Ethic Commission's
rules. "The People's Forum" is anything but when Caraviello and Knight
antagonize residents and petitioners, and then are caught in alleged
criminal activity. Since they are "the power," they laugh at the voters
and continue to scheme new fraudulent activities to keep new candidates
from having a voice and getting their message out, all the while the
city suffers with roads broken, water and sewer deteriorating, and no
forum for the public to voice concerns without being fraudulently shut
down. They take the bully pulpit, bully their voices only from it, bully
residents from having their legitimate turn at the podium. Caraviello
also pulls old resolutions out to detain petitioners to the latest
possible time so that fewer viewers are still tuned in on the government
channel and/or at council chambers. Council heads to vacation so
Caraviello's out of order malice protects the allegedly criminal
behavior of Knight. This is a coordinated attack on Medford Democracy,
it is un-American, un-Democratic and limits critical time as well as
chilling speech.
What Relief is Desired:
Clearly
there is an URGENT need to hold the council accountable for speech in
Medford. The urgency is in the public interest. The action that is
necessary: 1)That this petitioner be allowed to alert the public to the
wrongful conduct of a member of this body, the City Council.
2)Caraviello's malice and retaliation have no place in an open meeting.
Caraviello was asked to recuse himself. When Caraviello fails to do the
appropriate thing it undermines public service and benefits Caraviello's
ability to deceive voters by cheating those voters of critical
information. Between the three OML complaints the petitioner lost $40.00
approx. in Lyft fees and about five hours of my time by Caraviello's
malfeasance. I would like $250.00 from Caraviello personally as his and
Hurtubise's fictional petition cost me that time and additional time in
writing and filing. The Council goes on vacation so Caraviello kicked
the can down the road, which is why time is of the essence. 3)The
petitioner is protecting the rights of voters and taxpayers. If it means
removing Caraviello and Knight and replacing them with the next
candidates in line with the most votes, it needs to be done immediately
to protect Democracy in Medford.
