Chief Leo Sacco told 5 Investigates, "He's doing nothing that's illegal, he's doing what's allowed by contract and he's doing what's authorized by the chief."
Doherty is the highest-paid city employee in Medford making $211,485 last year. That's more than the police chief who earns $168,673.25 and even the mayor who earns $151,290.60.
5 Investigates cameras found Doherty regularly at home for the first four to five hours of his shift.
Another day he left home at 2 p.m., went to REI, grabbed a coffee and eventually headed into the police department and was on the job for less than four hours.
