It was a hit-and-run bill passed by the state Legislature in January 2021, mandating all communities that host public transportation: a commuter rail station, bus station or a T-stop, or are adjacent to a host community, must create zoning for multi-family housing.   The requirements include that there be at least 50 acres where multi-family housing can be built by right, without having to apply for a variance or special considerations from the community, at a density of 15-units per acre.

The new zones must be within a half-mile of the transportation hub, with no age restrictions or limits to the numbers of people who can inhabit a dwelling unit and be suitable for families with children.
