January 8, 2018 I received less than a substantial response to my
public records request regarding the non-profit Medford Community
Cablevision, Inc. corporation #222488492
On March 29, 2019 I spoke with Amy in your office who said there was no movement on the non-profit, corporation #222488492
As
well as being of great public interest, I'm shocked that such a long
period has passed and that the public, cheated out of cable TV
subscriber ratepayer funds, has no way to ascertain how much money came in and exactly where it went.
So let me clarify my needs in regards to records that should be available in your office.
(Ray Donovan's January 8, 2018 response directed me to the website. I submit that the information I am looking for is not on the public website.
That's why I am filing a public records request: TO GET THE INFORMATION NOT PUBLICLY AVAILABLE AND OF GREAT PUBLIC INTEREST.
Furthermore,
an August 20, 2014 article in the Medford Transcript spells it out
where the government has failed to be transparent about with the
ratepayers of cable tv:
My discussion with the AG's office was on March 29, 2019. That is four years, seven months and nine days since the Transcript article, fourteen months and twenty-one days since Mr. (fictitious name "Ray Donovan") sent me his response.
Medford Transcript 8/20/14:
According
to the 990-EZ tax form Pilleri filed with the Internal Revenue Service,
MCC had $133,342 in cash, savings and investments on May 1, 2013.
According to Jacobson’s review conducted for MCC, the organization
had only $95,555 in expenses for the fiscal year ending April 30, 2014,
indicating a positive balance.
“I have been considering it,” he said. “But before I do it, I would like to ask the AG [for more information].“
TV3 has been off-air since March 2013.
Rumley said he wants to learn what MCC submitted to the AG’s office before taking legal action against MCC.

Rumley sat on the board of Medford Community Cablevision, Inc. Based
on information and belief, Mr. Rumley failed on numerous occasions to
live up to his oath of office (See attachment,) "to faithfully and
impartially discharge and perform all duties."
Mr. Rumley's duty was to the cable TV subscribers, not to ignore alleged malfeasance by the very board that he sat on.
It appears to be a conflict of interest.
Mr. Rumley's track record is not very good.
a)As
a xxxxxx xxxxxx he used his taxpayer funded e mail on the website of
the Immaculate Conception Church. I have documented that transgression,
ordered Rumley to take it down and add a Gmail account, and he
complied. Basically, admitting that it was wrong to use a city-owned e
mail on a church website.
b)a mayoral candidate informed me that Rumley was allegedly bill collecting on Thursdays at Somerville District Court.
State Rep Paul Donato actually showed me Rumley's office on Spring St, within Rep Donato's office, and - furthermore - that mayoral candidate alleges that Rumley stated "You ratted me out to Joe Vig." The candidate told me he informed Rumley that court was a public place and there was no "ratting out."
c)Just
as Rumley has been less than truthful about public access issues since
the moment that I met him, in early 2003, sixteen years ago, Rumley has
not been honest about issues at the Medford Housing Authority

told the public that the city of Medford was a "separate body politic"
from the board of directors of the Medford Housing Authority.
---when I videotaped a board meeting of Medford Housing Authority and asked a question, Rumley jumped up AS IF HE WERE IN A COURT OF LAW TO OBJECT.
YES,
Rumley violated his oath of office in an effort to chill my free
speech.
If you read the 5/3/12 article in the Patch it was my hard work and honest efforts which had Governor Deval Patrick remove former Mayor McGlynn's uncle.

Governor Patrick had, perhaps inadvertently, appointed the Mayor's uncle, giving the mayor alleged control over a very crooked Housing Authority, if you believe the newspapers. So much so that McGlynn had to demand his good, good friend Bob Covelle's resignation.
Covelle is married to the sister of the late sheriff, James V. DiPaola, who also was purportedly one of former mayor McGlynn's best friends. Addie DiPaola, the sheriff's wife, worked for McGlynn.
It was all one big happy family. To the detriment of the public if you believe the press.

Patrick asked Covelle to resign through a letter from Aaron
Gornstein, his housing undersecretary, on Thursday, citing the findings
of the federal audit. Patrick also replaced his appointment to the
authority's commission Eugene McGillicuddy with Sean Caron. McGillicuddy
is related to McGlynn through marriage, he said during a housing
meeting in April after being asked about his relationship to McGlynn by
Medford resident and videographer Joseph Viglione.

Rumley
also appeared in court as a witness when this writer got protection
from the court, an HPO against a crazed stalker.
The stalker, serving one year under the HPO, brought Rumley and his former board members into court to try to smear me. The judge wouldn't hear of it and extended the HPO, thankfully, for an additional 3 years.

on the witness stand throwing verbal rocks at me, had to step down when
I objected to the judge, who found Rumley's testimony "irrelevant."

we have evidence of Rumley engaging with the former board members that
he was investigating. Rumley alleged to me that he "had" to show up
under subpoena. You know and I know Rumley could have asked the court
to be excused as he knew he had no information.
I
want this on public record so any investigative reporters can see that
the city of Medford's lawyer, Mark E. Rumley, should never have been
investigating the finances of the board of directors that he sat on one
or two times.
In my opinion, it was as conflicted as the mayor's uncle being appointed by the governor to serve on a housing authority board.

Back to the 8-2014 Medford Transcript article:
“The AG’s jurisdiction is on whether the nonprofit corporation should be
allowed to go on to complete its dissolution process,” Rumley said.
“The concerns I have are related, but not exactly that. My concerns are
that ‘X’ amount of dollars were given to MCC from the ratepayers in
Medford and [to ensure] the money that was given to them by the
ratepayers was properly accounted for before the dissolution.“
THIS WAS RUMLEY'S OWN DESCRIPTION, AND WE NEED TO HOLD HIM TO HIS OATH OF OFFICE AND TO HAVE FINISHED HIS INVESTIGATION.
THE FACT THAT HE REFUSED TO FINISH THE INVESTIGATION
THE FACT THAT SOLICITOR RUMLEY MAKES IT CLEAR TO THE PRESS THAT HIS CONCERNS ARE "NOT EXACTLY" RELATED TO THE ATTORNEY GENERAL'S INVESTIGATION LEADS TO THIS CONCLUSION:

to mention suspicious money for the Executive Director or Station
Manager, monies that jump from one year to the next, yet the station
manager worked allegedly at Delta Airlines and was only part time.

station claims monies for publicity or advertising, the public is not
aware that monies were spent on those items as claimed.
Like Donald Trump, why are they so afraid to release this information?
