Medford citizens need an easy path to learning access television quickly and efficiently.

This is the right that they pay for.

Computer skills are valuable for people from 6 to 60 and beyond.  Students knowing Adobe Premiere and Final Cut Pro and the use of their iPhone, Android Smartphone to create vignettes that can be slipped into a full story, or to create a full program
just with their phone, are key tools.  The kind of free education that can land quality jobs for students and citizens of Medford.

Mark Rumley said to me "Joe, I think access TV is obsolete."  My quick response: "So kids learning computer skills that can land them good jobs is obsolete?"  

Mark immediately stood corrected...but why did a citizen have to set the issuing authority's lawyer straight?

A public records request is in motion to see how many members are signing up for classes and what Patrick Gordon is doing for outreach, the facilitation of programming, promoting the taped success stories and doing the work Seventy Thousand Dollars or so demands.

What is Patrick Gordon doing to protect access television from the four biggest threats to the medium?  Outreach, the Cable Providers, the cutting of the cord and the FCC ruling?   Respectfully I say, Mr. Gordon hasn't a clue how to fight these four battles.

1)Failure to do proper outreach to the community  (Mr. Gordon has antagonized me, on camera, and refused to air my show.  That is censorship; that is the antithesis of public television.)

2)Preparing to face off against Comcast, Verizon and other providers who fight up at Beacon Hill to pull access down.

CCTV Cambridge asked me to go to Beacon Hill to speak out; the mayor of Woburn was there and enough citizens that my voice wasn't needed...but I did go visit Paul Donato while I was there.  I will fight ANY Cable Provider - any time, anywhere,  and have the knowledge and experience to debate them.  I've been doing that for years in Boston, in Burlington, in Woburn
   and certainly attending the Medford ascertainment hearing and promoting the event, much to McGlynn's chagrin.

3)Cutting the Cord - citizens getting Netflix, Hulu, the Dish, YouTube TV save money.  They also do not pay a franchise fee.

That cuts into access funding.

4)Trump's FCC eating away at access television funding

What is Mr. Gordon doing to prevent all these enemies of access?   

A lawyer of mine called me "The Avenging Angel of Access TV," and for good reason. The community is my concern.

Joe Viglione has the skills in the courtroom (defeating TV3 on their anti-SLAPP violations,) has a bevy of lawyers he can call upon, he has the public speaking skills!   Contract negotiations with Motown Records, New Rose/RCA Records, CD Review magazine's record label, promoting Alvin Lee with Beatle George Harrison (and George writing me personally!) and Deep Purple's Jon Lord, negotiating a DVD deal with Rock & Roll Hall of Fame artist Marty Balin.   Videotaping Grammy winners, Oscar winners, Platinum artists,
being involved with a company that generated specials for PBS, taping for VH-1 and the BBC, skills few people in this region have, connections that can benefit the city of Medford.

Watch Joe Viglione deliver the goods at the city council, then watch Adam Knight, Rick Caraviello...John Falco...and their stammering and talking too fast...and just not taking the time to learn about public speaking, or taking an elocution class to show some respect for the thirty thousand plus they take from the residents.

...ahem your Honor, I rest my case.  

Preparation, articulate, smart and effective.   I've delivered those qualities to my speeches to the city council, I intend to bring that work ethic to our access TV.

Falco on Oct 1, 2019 with the compensation fraud issue concerning the Medford police was at a loss for words, stammering, looking like a fish out of water.  It was a disgrace.  Mr. Falco simply did NOT want to discuss the issue. 

Meanwhile Councilor Lungo-Koehn effectively slammed the nonsense from the police chief and city solicitor. 

And now she's the mayor.

This city needs a proven passionate, knowledgeable fighter to protect our public access.  Joe Viglione started in access TV in 1979.

The thousand or so guests on my radio and TV shows didn't appear out of thin air or happen by luck or magic.  They agreed to speak with me due to the professionalism that I bring to the table.

Two articles about the FCC ruling:

The 1984 Cable Communications Policy Act paved the way for local governments to collect up to 5% of gross revenue of cable services in their area — known as franchise fees — to dedicate toward public access programming.

But in August, the FCC said that, under its interpretation of the law, a cable company can place a market value on any in-kind contributions that it also contributes to a community, things such as free cable connections in schools, libraries or government buildings, or service discounts for seniors or low-income families. Now, those in-kind contributions can be counted against the total franchise fee they pay governments.

In August, the Federal Communications Commission voted to change 35-year-old rules on how cable companies pay for Public, Educational and Government access television and radio stations nationwide. Shawn Serre is the Executive Director of Pittsfield Community Television and WTBR, public access stations that would be impacted by the move to cut back the amount of funding private corporations must provide them. He sat down with WAMC explain why the changes threaten some public broadcasters, and how new legislation proposed by Democratic Massachusetts Senator Ed Markey could protect them.

Frank Pilleri wanted me to be on the board of directors of TV3, but the by-laws did not permit someone from outside the city at the time.

Mr. Pilleri loved my ideas for outreach, preservation of Medford history, these wonderful, positive aspects of Visual Radio.  And my ideas for outreach that are still valid and relevant today.

Mark Rumley stated to me one day "You are doing this for the community; no one would work this hard just for himself." (paraphrased.)

This community will benefit from my ideas from 1995, 1996, 1997 in Medford at 40 Canal Street, holding the door for Martha Coakley, helping members like Pat Fiorello - a senior citizen with a great heart and desire to document.  

Think of the history we have lost due to the harassment that emanated from 5 High Street.

Does Patrick Gordon live in Georgetown, Mass?  How does that help Medford?

As Executive Director of the station I have a talented station manager in mind to hire.   I can build a staff in an instant, I can organize the students to edit sports programming with a unique formula that will build Medford's sports archives, deliver those digital video discs to the Medford Public Library where Medford's history will be documented for decades to come.
Patrick Gordon isn't doing this, nor would he ever even think of it.

The Medford Historical Society can then interact with the TV station and the library working to videotape some of the Historical Society's archives, and building their archives with the same Medford history tapes we create for the library.  With printed booklets that this long-time journalist is quite skilled at printing and publishing, we have text and audio/visual in handsome cases to sell to support the station.

This is just a taste of what Joe Viglione has to offer; many items are being held close to the vest as there are allegations that Mr. Gordon in particular likes to "poach" ideas - and that is just plain wrong.  It becomes about Mr. Gordon and not the citizens.

The citizens I put first and foremost.  Outreach, Facilitation of Programming - vibrant producers from this community too afraid to go into a station that has some of the unprofessional individuals who kept people out of Medford Community Cablevision, Inc.

Three individuals in particular were selfish about access and used it in a way that I believe was inappropriate.  For themselves only.

The bullying that residents had to put up with was off the charts, so why are they rewarded to take advantage of the new station that this resident fought so hard to bring to the entire community?  Why is Patrick Gordon delighted to service a board member under
investigation by the office of the Attorney General - so serious that the AG's office tells me "law enforcement could be impeded."

So a board member under investigation by the office of the AG is a constant figure, we are told, at Pat Gordon's access TV when the vision should be the Medford Community's TV station.    Does anyone see how wrong this is?
The Community is first and foremost. That was my proposal to Mayor McGlynn with Community Media Medford.

TV3 tried to steal the name filing my name at the city clerk's office; Muccini-Burke just changed the name around,  Medford Community Media, but along with hijacking my name, they failed to live up to the promise that I made the citizens of Medford.

Pat Gordon doesn't know HOW to fight the FCC ruling or how to find a different course of action to ensure we have a station in SPITE of the FCC ruling. 

The entire community knows that I have a plan, a true vision, and can keep access alive despite people cutting the cord, despite the assaults from the cable providers and the FCC, despite the apathy of Patrick Gordon and the two administrations that censored this
community.

The community is what this producer is about - and you have my track record.

"You're very logical"  Judge James LaMothe when I defeated TV3 in Somerville Court, they lost the appeal to the anti-SLAPP ruling

"You're an intelligent man."  Judge Fitzpatrick in Cambridge District Court

Who am I to question the thoughts of respected judges offering me compliments?

And on Thursday, 2-20-2020 Medford has a video page that's a mess, haphazard, and a station manager taking credit for videos that would have appeared anyway.    

Joe Viglione will bring in new members, active producers, and will establish a situation which will benefit every aspect of
Medford life.

Joe Viglione has earned the right to be a true public servant.  

Medford Access television can flourish with talent from this region, not people grabbing a paycheck and not doing the job.

Joe Viglione is applying for the job of Executive Director of Medford Community Media.  I established the name,
and have fought the good fight FOR Medford.
