3 thoughts - I wonder if Chiefs of Police in other communities have contracts or if this is just how it is done across many municipalities. In other words, are we following the crowd or are we an outlier.
 

2.the Mayor just received a grant to work on professionalizing and standardizing Human Resources across the city, putting in place best practices and protocols. Perhaps having contracts will emerge from that endeavor.
