Councilor Bears is out of line. There are many groups in Medford, so does city hall become plastered with banners when people want equal time, or do just a few have rights, the others have to see a building littered with slogans.
Should a Black Lives Matter banner be allowed to be hung on City Hall? One city councilor wants an answer.
In a procedural move, the Medford City Council rejected a proposal by Councilor Isaac “Zac” Bears requesting “A summary explanation of the opinion regarding banners on Medford City Hall and how it is possible that such an opinion can ignore the U.S. Constitution’s government speech doctrine as decided and affirmed by decades of precedent of the Supreme Court of the United States” from the administration.
Councilor Richard Caraviello said the proposal was similar to one made by Bears on July 28 and called for the proposal to be ruled out of order as redundant. Councilors Adam Knight, Michael Marks and George Scarpelli agreed, but Council President John Falco agreed with dissenters Bears and Nicole Morell on the grounds “it’s different from the previous proposal. This is asking for an opinion, that asked for a banner.”
Votes of the council July 28 asked for an opinion even though Bears’ original idea called for a banner to be hung. In discussion July 28, the council determined it had no authority to act, it being under the jurisdiction of the Mayor Breanna Lungo-Koehn, but realized there was no policy on the matter.
Two resolutions were eventually passed to table Bears’ proposal and request policy information from Lungo-Koehn, with Bears and Morell dissenting on both.
